การพัฒนาคุณภาพการจัดการศึกษาตามวิถีอิสลามในโรงเรียนเอกชนสอนศาสนาอิสลาม
เพื่อบูรณภาพสังคมในสามจังหวัดชายแดนภาคใต้
Quality Development for Educational Management as Islamic Way of Life in Islamic Private Schools for Integration of Society in the Three Southern Border Provinces

Abstract
This research was intended to study on quality development for educational management as Islamic way of life in Islamic private schools in the three southern border provinces, that follows National-Education Acts 1999 amended 2002 relates to Islamic principles and community needs. The population in the study was 138 Islamic private schools for studying on problems and needs in quality development and analyzed the educational development model that composed of administrative process, learning process, and the students. The sampling technique was used for selected sample schools; three schools were in Narathiwat, Yala and Pattani. The total was nine schools including school size; large, medium and small. Each school had two selected participants for research activities and report. The problems of private schools were in the administrative process, learning process, and the student activities, that including curriculum development, academic management, teacher instructions, lacking teacher, teacher without qualifications, and learning as Islamic way of life and culture. These problems effected on student learning and low achievement. These problems related to administrative process and lacking for supervision from the official department. There were very few of teachers could develop themselves. The schools, themselves tried to connect to both external and internal organization for educational management. The model for quality development of Islamic private schools was proposed as system approach that composed of input, administrative process, instructional process and student activity development. The selected schools were implied the activities related to the proposed model. It was found that those schools were well developed and effected on the integration of society in the three southern provinces.

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาคุณภาพการจัดการศึกษาของโรงเรียนเอกชนสอนศาสนาอิสลามในสาม จังหวัดชายแดนภาคใต้ ตามแนวทางการจัดการศึกษาที่กำหนดไว้ในพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ.2542 แก้ไขเพิ่มเติม (ฉบับที่ 2) พ.ศ.2545 และตามหลักการศาสนาอิสลามและความต้องการของชุมชน ประชากรที่ใช้ใน การวิจัยเป็นโรงเรียนเอกชนสอนศาสนาอิสลามในจังหวัดปัตตานี ยะลา และนราธิวาส จำนวน 138 โรงเรียน โดยได้ ศึกษาปัญหาความต้องการในการพัฒนาคุณภาพการจัดการศึกษา แล้วนำผลสรุปไปกำหนดเป็นรูปแบบการพัฒนา คุณภาพการจัดการศึกษาด้านกระบวนการบริหาร ด้านกระบวนการจัดการเรียนรู้ และด้านผู้เรียน แล้วได้คัดเลือก โรงเรียนเข้าร่วมพัฒนาตามรูปแบบที่กำหนด โดยอาศัยความพร้อมและความสมัครใจของผู้บริหาร จังหวัดละ 3 โรงเรียน แต่ละจังหวัดประกอบด้วยโรงเรียนขนาดเล็ก ขนาดกลาง และขนาดใหญ่ ขนาดละ 1 โรงเรียน รวม 9 โรงเรียน ทั้งนี้ ได้คัดเลือกนักวิจัยร่วมปฏิบัติการจากแต่ละโรงเรียน โรงเรียนละ 2 คน รวมนักวิจัยร่วม จำนวน 18 คน จากนั้น นำรูปแบบที่พัฒนาขึ้นไปใช้ในการพัฒนาคุณภาพการจัดการศึกษาตามความเหมาะสมกับบริบทของแต่ละโรงเรียน พร้อมกับศึกษาผลการพัฒนาและผลกระทบที่เกิดขึ้นต่อผู้เรียน ชุมชน และสังคม ผลการวิจัย พบว่า ปัญหาอุปสรรคที่โรงเรียนส่วนใหญ่ประสบอยู่ในปัจจุบัน ได้แก่ คุณภาพการศึกษาที่เกิดจากระบบการบริหารจัดการ ระบบการจัด การเรียนรู้ และระบบการจัดกิจกรรมพัฒนาผู้เรียน เช่น การพัฒนาหลักสูตร การบริหารงานวิชาการ ความสามารถ ดา้ นการจัดการเรียนการสอนของครู การขาดแคลนอัตรากำลังครู การจัดครูเขา้ สอนไมต่ รงตามวุฒิการศึกษา ครูผูส้ อน ไมมี่วุฒิการศึกษาดา้ นการสอน และความตอ้ งการในการเรียนของผูเ้ รียนไมส่ อดคลอ้ งกับวิถีชีวิตและวัฒนธรรมทอ้ งถิ่น รวมทั้งปัจจัยแวดล้อมอื่นๆ ที่มีอิทธิพลต่อการจัดการศึกษา ส่งผลให้ผู้เรียนส่วนใหญ่มีผลสัมฤทธิ์ทางการเรียนใน ระดับที่ไม่น่าพอใจ ซึ่งปัญหาเหล่านี้ ส่วนหนึ่งมีสาเหตุมาจากขาดการพัฒนาระบบการบริหารจัดการ ประกอบกับ โรงเรียนไม่ได้รับการพัฒนาจากหน่วยงานที่เกี่ยวข้อง เนื่องจากหน่วยงานที่รับผิดชอบโดยตรงยังไม่สามารถปฏิบัติ งานได้มากนัก ครูส่วนใหญ่ได้รับการพัฒนาน้อยมาก โรงเรียนต้องพัฒนาด้วยตนเองเป็นหลัก พยายามพัฒนาคุณภาพ การจัดการศึกษาโดยอาศัยความร่วมมือระหว่างหน่วยงาน หรือองค์การทั้งภายในและต่างประเทศที่มีความรู้ความ เข้าใจในการจัดการศึกษาตามหลักการศาสนาอิสลาม เพื่อนำมาจัดให้สอดคล้องกับสังคมวัฒนธรรม วิถีชีวิต รูปแบบ การพัฒนาที่ผูวิ้จัยกำหนดขึ้น ทำใหโ้ รงเรียนที่เขา้ รว่ มโครงการมีการพัฒนาที่ดีขึ้นตามประเด็นที่กำหนดไวใ้ นรูปแบบ และส่งผลกระทบเชิงบวกต่อการบูรณาภาพสังคมในสามจังหวัดชายแดนภาคใต้
