Terrorism in the Three Southern Border Provinces: Its Major Causes

Abstract
Terrorism in the three Southern Border Provinces is not decreasing. The events are more violent, its consequence is a lot of deaths and injuries as well as its great impacts on the economy in the area. The government has put a big amount of budgets and armed forces for its peace. This study is an attempt to seek answers to the question : what are its major causes ? This article has pointed out that the general causes of terrorism in the three Southern Border Provinces stem from many factors. They are political, economic, social and religious : such as underdevelopment and poverty, influence of religious ideology, desire for Pattani State, organized crimes, violation of human rights and discrimination. These are structural, historical and individual factors. But its specific major causes are the actions of theses groups. They are separatists, illegal businessmen, politicians and local elites, and malpractices of public officers, together with unacceptance of local identity.

บทคัดย่อ
การก่อการร้ายในสามจังหวัดชายแดนภาคใต้ ยังไม่มีแนวโน้มว่าจะลดลง มีแต่จะรุนแรงมากขึ้น ทำให้มี ผู้เสียชีวิตและบาดเจ็บเป็นจำนวนมาก และมีผลกระทบไม่น้อยต่อเศรษฐกิจของผู้คนในพื้นที่ดังกล่าว ทั้ง ๆ ที่ รัฐบาลได้ทุ่มเทงบประมาณและกองกำลังเพื่อรักษาความสงบไปเป็นจำนวนไม่น้อย การแก้ปัญหาเรื่องนี้จึง ถือเป็นนโยบายสำคัญของรัฐบาล จึงน่าสนใจที่จะหาคำตอบต่อคำถามที่ว่า การก่อการร้ายในสามจังหวัดชายแดน ภาคใต้ มีสาเหตุ สำคัญ ๆ มาจากอะไรบ้าง การศึกษานี้ได้ชี้ให้เห็นว่า การก่อการร้ายในสามจังหวัดชายแดนภาค ใต้ มีสาเหตุทั่วไปที่เกิดจากปัจจัยหลายอย่าง ทั้งในทางการเมืองทางเศรษฐกิจ ทางสังคมและทางศาสนา เช่น ความด้อยพัฒนาและความยากจน อิทธิพลของอุดมการณ์ทางศาสนา ความต้องการสถาปนารัฐปัตตานี อาชญากรรมจัดตั้ง การละเมิดสิทธิมนุษยชนและการเลือกปฏิบัติ สิ่งเหล่านี้เป็นปัจจัยทางโครงสร้าง ทาง ประวัติศาสตร์ และทางพฤติกรรมของบุคคล ส่วนสาเหตุที่สำคัญของการก่อการร้ายในพื้นที่เหล่านั้น น่าจะเกิด จากการกระทำของกลุ่มเหล่านี้ ได้แก่ กลุ่มแบ่งแยกดินแดน กลุ่มธุรกิจผิดกฎหมาย กลุ่มนักการเมือง ผู้นำท้องถิ่น และกลุ่มเจ้าหน้าที่รัฐผู้มีพฤติกรรมไม่เหมาะสม รวมทั้งการไม่ยอมรับอัตลักษณ์ของคนในพื้นที่จากข้าราชการ เป็นหลัก
