Abstract
This research aimed to evaluate social cost and benefit, and undertake a cost-benefit analysis of Songkhla
City Municipalitys solid waste management. This study was conducted using survey research. Primary data
was collected from three groups, based on three types of questionnaires, 1) questionnaire for 392 households in
Songkhla city municipality 2) questionnaire for 66 employees who collected and disposed solid waste and 3)
questionnaire for 119 households adjacent to the landfill site. The result showed that the present value of social
cost and benefit were 201,451,311.34 baht and 664,522,578.56 baht respectively. The present value of economic
cost and benefit were 324,844,585.60 baht and 664,522,578.56 baht. NPV at a discount rate of 12 percent,
using the project life of 12 years, was 28,940,535.03 baht which was positive and BCR was 2.09. Sensitivity
analysis of this project showed that the project was not economically viable in the case of excluding externalities
in the analysis: NPV was -2,038,967.04 baht, and BCR was 0.00. In order to gain more worth economically,
Songkhla City Municipality should encourage people to separate waste from origin sources and consider investing
in material recovery facility. In addition, change in solid waste management from Prevention Pay to Polluter
Pay is also needed.

บทคัดย่อ
การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อประเมินมูลค่าต้นทุนและผลประโยชน์ทางสังคมและวิเคราะห์ต้นทุน
ผลประโยชน์ทางเศรษฐศาสตร์ของการบริหารจัดการมูลฝอยของเทศบาลนครสงขลา โดยใช้วิธีการวิจัยเชิงสำรวจ
การเก็บข้อมูลปฐมภูมิดำเนินการโดยใช้แบบสอบถามจำนวน 3 ฉบับ จากกลุ่มตัวอย่าง ดังนี้คือ 1) แบบสอบถาม
ประชาชนในเขตเทศบาลนครสงขลาจำนวน 392 ตัวอย่าง 2) แบบสอบถามพนักงานเก็บขนมูลฝอยและกำจัดมูลฝอย
จำนวน 66 ตัวอย่าง และ 3) แบบสอบถามประชาชนรอบบ่อฝังกลบมูลฝอยจำนวน 119 ตัวอย่าง ผลการศึกษา พบว่า
มีมูลค่าปัจจุบันของต้นทุนและผลประโยชน์ทางสังคมเท่ากับ 201,451,311.34 บาท และ 664,522,578.56 บาท ตามลำดับ
มูลค่าปัจจุบันของต้นทุนและผลประโยชน์ทางเศรษฐศาสตร์เท่ากับ 324,844,585.60 บาท และ 664,522,578.56 บาท
ตามลำดับ ส่วนมูลค่าปัจจุบันสุทธิ (NPV) ณ ระดับอัตราคิดลดร้อยละ 12 ระยะเวลา 12 ปี มี มูลค่าเท่ากับ 28,940,535.03
บาท ซึ่งมีค่าเป็นบวก และอัตราผลตอบแทนต่อค่าใช้จ่าย (BCR) เท่ากับ 2.09 และเมื่อพิจารณาถึงความอ่อนไหวของ
โครงการ พบว่า โครงการมีความคุ้มค่าในเชิงเศรษฐศาสตร์ในทุกกรณียกเว้นกรณีไม่คิดผลกระทบวงนอก มีมูลค่า
ปัจจุบันสุทธิเท่ากับ 2,038,967.04 บาท และอัตราผลตอบแทนต่อค่าใช้จ่ายเท่ากับ 0.00 หากเทศบาลนครสงขลาต้อง
การให้เกิดความคุ้มค่าในเชิงเศรษฐศาสตร์ ควรรณรงค์ให้ประชาชนในเขตเทศบาลคัดแยกมูลฝอยที่แหล่งกำเนิดและ
พิจารณาลงทุนสร้างโรงคัดแยกมูลฝอยเพื่อนำไปขาย ตลอดจนเปลี่ยนรูปแบบการดำเนินการบริหารจัดการมูลฝอยจาก
โครงการที่มีเพื่อป้องกัน (prevention pay) เป็นโครงการที่ผู้ก่อมูลฝอยเป็นผู้จ่าย (polluter pay)
