The Deportation of Thai Laborers by the Malaysian Government: Causes and Impacts

Abstract

This research aimed 1) to study the factors driving Malaysian government to push back Thai labors and its impacts, 2) to investigate how Thai government dealt with these labor problems and what occupations Thai labors resumed after being pushed back to Thailand, 3) to study why some Thai labors could continue to work in Malaysia despite Malaysian labor measure, and 4) to study what Thai labors expected from Thai government after being pushed back by Malaysian government. Qualitative data were drawn from 14 key informants and quantitative data from 392 Thai labors. It was found that Malaysian government pushed back Thai labors because they wanted to get rid of illegal labors, thus causing Thai labors to lose their incomes. After being pushed back to Thailand, most Thai labors were unemployed and Thai government should provide domestic employment for them. However, some Thai labors could still work in Malaysia because they were granted legal work permits. These Thai labors expected Thai government to lower the cost of living and increase domestic minimum wages.

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยที่รัฐบาลมาเลเซียผลักดันแรงงานไทยกลับประเทศไทยและผลกระทบ 2) ศึกษาแนวทางการแก้ไขปัญหาแรงงานไทยของรัฐบาลไทยและการประกอบอาชีพของแรงงานไทยหลังจากรัฐบาลมาเลเซียผลักดันให้กลับประเทศไทย 3) ศึกษาปัจจัยที่ทำให้แรงงานไทยบางส่วนสามารถทำงานต่อในประเทศมาเลเซียหลังจากรัฐบาลมาเลเซียผลักดันให้กลับประเทศไทย และ 4) ศึกษาความคาดหวังจากรัฐบาลของแรงงานไทยหลังจากรัฐบาลมาเลเซียผลักดันให้กลับประเทศไทย เก็บข้อมูลเชิงคุณภาพจากผู้ให้ข้อมูลที่สำคัญ จำนวน 14 คน และเก็บข้อมูลเชิงปริมาณจากแรงงานไทย จำนวน 392 คน ผลการวิจัยพบว่า 1) รัฐบาลมาเลเซียผลักดันแรงงานไทยกลับประเทศเพราะต้องการปราบปรามแรงงานเถื่อน อันมีผลให้แรงงานไทยขาดรายได้ 2) หลังจากรัฐบาลมาเลเซียผลักดันแรงงานไทยกลับประเทศ รัฐบาลไทยควรสร้างงานในประเทศให้แรงงานเหล่านี้เนื่องจากส่วนใหญ่กำลังว่างงาน 3) การที่แรงงานบางส่วนสามารถทำงานต่อในประเทศมาเลเซียเพราะเป็นแรงงานที่ถูกกฎหมาย 4) แรงงานไทยต้องการให้รัฐบาลไทยลดค่าครองชีพและเพิ่มค่าแรงขั้นต่ำในประเทศ
