ความทาทายองคการของนักการศึกษาในยุคการปฏิรูปการศึกษาและความไมสงบ: กรณีศึกษาจังหวัดชายแดนภาคใต
Organizational Challenges of Educators the Era of Education Reform and Unrest: A Case Study of Southern Border Provinces

Abstract
This qualitative study aimed to seek insights
into organizational challenges of educators associated
with education reform and unrest in Southern border
provinces of Thailand as well as the nature of educators
leadership in responding to those challenges. Key
informants were 21 educators including teachers,
supervising teachers, and administrators from both
public and private primary schools in Pattani, Yala,
Narathiwat, Songkla, and Satun. A purposeful selection
was employed to select sites and participants for the
study. Research instruments were semi-structure
interview protocol, related documents, and researchers
as a key instrument. Data were analyzed by using
grounded theory techniques. This study revealed
that organizational challenges of educators in the
era of education reform were dealing with curriculum
management, increasing students reading competency,
coping with teachers overloaded work, and managing
limited budget. Organizational challenges in the era
of unrest were dealing with instructional management,
dealing with fear, morale, encouragement, and
happiness in working, and ensuring safety for
organization, students, teachers, and personnel staff.
The nature of educators leadership emerging in
response to organizational challenges in education
reform and unrest were becoming patient, dedicate,
and adaptive persons, changing instructional
methods, building collaborations with stakeholders,
and promoting professional development.

บทคัดย่อ
การวิจัยเชิงคุณภาพเรื่องนี้มีวัตถุ ประสงค เพื่อ
ศึกษาความทาทายองคการของนักการศึกษาอันมีผล
มาจากการปฏิรูปการศึกษาและความไมสงบในจังหวัด
ชายแดนภาคใต รวมถึงธรรมชาติ ของภาวะผู นํ าใน
องคการในการตอบสนองตอความทาทาย เหลานั้น
ผู ใหขอมูลสําคั ญคือ นักการศึกษาซึ่งประกอบดวย
ครูผูสอน อาจารยพี่เลี้ยงนักศึกษาฝกสอน และผูบริหาร
สถานศึกษา รวมทั้ งสิ้ น 21 คน ซึ่งปฏิ บัติ หนาที่ใน
โรงเรียนระดับประถมศึกษาสังกัดภาครัฐและเอกชนใน
จังหวัดปตตานี ยะลา นราธิวาส สงขลา และสตูล ผูให
ขอมูลสําคัญไดมาโดยการเลือกแบบเจาะจง เครื่องมือ
ในการวิจัยคือแบบสัมภาษณแบบกึ่งโครงสราง เอกสาร
ที่เกี่ยวของ และตัวผูวิจัยเอง ผูวิจัยเก็บรวบรวมขอมูล
ด วยวิธีการสัมภาษณเชิงลึ ก วิเคราะหข อมูลโดยใช
เทคนิควิธีการสรางทฤษฎีจากขอมูล ผลการวิจัยพบวา
องค การในยุ คปฏิรู ปการศึกษาตองเผชิ ญกับความ
ทาทายในสี่ ประเด็ นหลั กๆ คื อ การบริ หารจั ดการ
หลักสู ตร การเพิ่ มสมรรถนะทางดานการอานของ
นักเรียน การจัดการกับภาระงานที่เพิ่มขึ้นของบุคลากร
และการบริหารจัดการงบประมาณที่จํากัด สวนความ
ไมสงบในพื้นที่สรางใหเกิดความทาทายในสี่ประเด็นหลัก
คือ การเรียนการสอนและการบริหารจัดการ ความกลัว:
การขาดขวัญ กําลังใจและความสุขในการทํางานการสราง
ให เกิ ดความปลอดภั ยแก องค การ นักเรียน ครู และ
บุ คลากรทางการศึกษา และการสรางความสัมพันธ
และความรู สึกที่ดีตอกันระหวางองคการและผู มีสวน
ได เสีย ธรรมชาติ ภาวะผู นํ าของนักการศึกษาในการ
ตอบสนองตอความทาทายเหลานั้นไดแก การแสดงออก
ถึงความอดทน ทุมเทและปรับตัว การปรับวิ ธี เรียน
เปลี่ยนวิธีสอน การสรางความรวมมือกับผู มีสวนไดเสีย
และการพัฒนาวิชาชีพ
