Political Communication in Media Society: The Roles of the Thai Public Broadcasting Service (TPBS)

Abstract
This article aims to study the roles of the Thai Public Service Broadcasting (TPBS) as mediated political communication in the Thai society. The political communication proposed by Jürgen Habermas was used as a framework for investigation, relating to media normative principles of structure and performance based on public benefit. The study scoped on the following areas: after the coup in May 1992 while the media was manipulated by state power that caused establishment of the Independent Television (ITV); in the coup of 2006, the Independent Television was the free of domination that brought about establishing the Thai Public Service Broadcasting (TPBS) in 2008. This study concentrates on the TPBS performance since 2008-2009. A qualitative research is used for data collection: analysis of the documents and interviews 4 groups of people. They are the policy stakeholders, the audiences council of TPBS, the performers of TPBS, and the performers of media and intellectuals. The findings reveal that the TPBS tries to prove itself for being self-regulating media independence from state and capital power. However, the structure of media is set by the state, especially the budget of TPBS gains from earmark tax (liquor-tobacco) provided by the state. So there is the possibility of government interventions that can lead to media self-censorship as a means to avoid unfavorable regulation or to ensure favorable regulation. Thus, the TPBS should bravely check the state authority and control public responsibility by reporting impartially, otherwise there are dilemmas of government interventions that can lead to media self-censorship and not enough citizen participatory.

บทคัดย่อ
บทความนี้ มี วัตถุประสงค เพื่อศึ กษาบทบาท ขององคการกระจายเสียงและแพรภาพสาธารณะแหง ประเทศไทย (ส.ส.ท.) ในการเปนสื่อกลางของการสื่อสาร ทางการเมืองในสังคมไทย โดยใชแนวคิดการสื่อสาร ทางการเมืองของ Habermas เปนกรอบในการศึกษา ที่เชื่อมโยงกับหลักการบรรทัดฐานสื่อในเชิงโครงสราง และการดํ าเนินงานที่อยู บนพื้นฐานของประโยชน สาธารณะ โดยมีขอบเขตการศึกษาภายหลังเหตุการณ พฤษภาทมิฬ พ.ศ.2535 จากปญหาที่สื่อถูกควบคุม โดยอํานาจรัฐไดนําไปสูการจัดตั้งสถานีโทรทัศนไอทีวี จนกระทั่ งเหตุ การณ รัฐประหาร พ.ศ.2549 สถานี โทรทัศนไอทีวีถูกยกเลิกสัมปทานนําไปสู การจั ดตั้ง องคการกระจายเสียงและแพรภาพสาธารณะแหง ประเทศไทยในป พ.ศ.2551 การศึกษาครั้งนี้มุงเนนที่ การดําเนินงานของ ส.ส.ท. ในชวงป พ.ศ.2551-2552 โดยใชการวิจัยเชิงคุณภาพจากการวิเคราะหขอมูลจาก เอกสารและการสัมภาษณกลุมตัวอยาง 4 กลุม ไดแก กลุ มผู เกี่ ยวของกับกระบวนการกําหนดนโยบายสื่อ สาธารณะ กลุมตัวแทนผู ชมและผู ฟงรายการสื่อสาธารณะ กลุมผูปฏิบัติงานของสื่อสาธารณะ กลุมสื่อมวลชนและ นักวิชาการดานสื่อมวลชน ผลการศึกษา พบวา ส.ส.ท. พยายามพิสูจนตนเองวาเปนสื่อที่มีอิสระจากอํานาจรัฐ และกลุมทุน แต พบวาโครงสรางความเปนเจาของสื่อ ถูกกําหนดดวยงบประมาณที่มาจากรัฐเกือบทั้งหมด โดยมีรายไดที่เปนภาษีสุราและยาสูบ จึงกลาวไดวามี ความเปนไปไดที่รัฐจะเขามาแทรกแซงซึ่งนําไปสูการ เซ็ นเซอรด วยตนเองของสื่อเพื่อหลีกเลี่ยงกฎเกณฑ ที่ไมนาพอใจหรือรองรั บกฎเกณฑ ที่นาพอใจ ดังนั้น สื่อสาธารณะจึงควรกลาที่จะตรวจสอบผูมีอํานาจรัฐและ ควบคุมความรับผิดชอบตอสาธารณะโดยการรายงาน ขอมูลอยางตรงไปตรงมาและมีความเปนกลาง มิฉะนั้น จะเกิดปญหาระหวางการแทรกแซงของรัฐที่สามารถนํา ไปสูการเซ็นเซอรดวยตนเองของสื่อและการมีสวนรวม ทางการเมืองที่ไมเพียงพอจากประชาชน
