ภาษา อุดมการณ์ และการครอบงำ: ปัญหาการสอนภาษาอังกฤษในประเทศไทยและแนวทางแก้ไข
Language, Ideology and Domination: Problems of English Language Teaching in Thailand and Solutions

Abstract
This article is aimed at sharing the knowledge on the two paradigms of English language teaching (ELT), English as a Foreign Language (EFL paradigm) and English as an International Language (EIL paradigm) considered comparatively in light of ideologies of English in Thailand. Based on the current critical perspectives from the EIL paradigm, it is pointed out that the dominant EFL paradigm in Thailand is incompatible with communicative needs in the globalization era. This has also worsened existing problems in English language teaching in the country. The discourse surrounding English and English teaching in the Thai society is discussed as an example of the domination of EFL ideology. The author observes that the EFL ideology is deeply entrenched in the socio-cultural structure of the Thai society and is working against English learning and the construction of identities of potential English users among the majority of Thai learners. That is also likely to impede the ongoing national process of education reform and social reform as a whole. Consequently, a gradual and systematic shifting from the EFL paradigm to the EIL paradigm is proposed as a proper approach to improving English language teaching at different levels of education in Thailand.

บทคัดย่อ
บทความชิ้นนี้มุ่งให้ความรู้เชิงเปรียบเทียบระหว่างกระบวนทัศน์การสอนภาษาอังกฤษใน ฐานะภาษาต่างประเทศ (กระบวนทัศน์ EFL) และกระบวนทัศน์ การสอนภาษาอังกฤษในฐานะภาษานานาชาติ (กระบวนทัศน์ EIL) โดยใช้แนวคิดเรื่องอุดมการณ์ของภาษาอังกฤษในประเทศไทย จากมุมมองเชิงวิพากษ์ในปัจจุบันของกระบวนทัศน์ EIL ผู้เขียนชี้ให้เห็นถึงกระบวนทัศน์ EFL ที่ขับเคลื่อนด้วยอุดมการณ์ EFL แบบเดิมซึ่งไม่สอดคล้องกับการสื่อสารในสภาวะโลกาภิวัตน์และยังสร้างปั¬ญหาหลายอย่างเกี่ยวกับการเรียนการสอนภาษาอังกฤษในประเทศไทย โดยวิเคราะห์สัมพันธสารที่เกี่ยวข้องกับภาษาอังกฤษและการสอนภาษาอังกฤษเพื่อชี้ให้เห็นอุดมการณ์ EFL ที่ครอบงำสังคมไทย ผู้เขียนตั้งข้อสังเกตว่า อุดมการณ์ของภาษาอังกฤษจากกระบวนทัศน์ EFL ซึ่งสัมพันธ์กันอยู่อย่างแยบยลกับโครงสร้างทางสังคมและวัฒนธรรมทางชนชั้นของสังคมไทย อาจเป็นอุปสรรคในการเรียนรู้ภาษาพร้อมกับสร้างอัตลักษณ์ในการเป็นผู้ใช้ภาษาอังกฤษของผู้เรียนไทยส่วนใหญ่¬่และอาจเป็นอุปสรรคต่อการปฏิรูปทั้งด้านการศึกษาและด้านสังคมของประเทศในปัจจุบัน จึงเสนอให้มีการปรับเปลี่ยนกระบวนทัศน์ด้วยการร้อยเรียงอุดมการณ์แบบ EFL และ EIL เข้าด้วยกันอย่างเป็นระบบสำหรับการสอนภาษาอังกฤษแต่ละช่วงชั้น
