Politics in Public Media Policies of the Thai Public Broadcasting Service

Abstract
This study is aimed to investigate the politics in the public service broadcasting policy process since free television to public television and the role of the Thai Public Broadcasting Service (TPBS) in 2008-2009. The literature on the political communication in media society proposed by Jürgen Habermas was used as a framework for the investigation. This study is a qualitative research by analysis of the official policy documents, searching for information from thorough interviews of the policy stakeholders, the audiences council of TPBS, the performers of TPBS ,the performers of media and intellectuals. The result of this study finds that the public service broadcasting issue is pushed by the intellectuals and interest groups to set the agenda. The case of TPBS was directly a fruit borne out of research and advocacy by a technocratic clique who had access to political power during the coup-installed administration and legislature (the National Legislative Assembly). TPBS tries to establish the self-regulating media being independence from state and capital power. However, there is a tension between these two types of independence as freedom from commercial pressures necessarily leads to dependence on public funding with the attendant risk of state interference. In conclusion, TPBS should scrutinize accountable the public authority by reporting impartially, otherwise there are dilemmas between governmental interventions can lead to media self-censorship and it is not enough citizen participatory.

บทคัดย่อ
การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ถึง การเมืองในกระบวนการนโยบายสื่อสาธารณะและ การจัดตั้งองคก์ ารกระจายเสียงและแพรภ่ าพสาธารณะ แห่งประเทศไทย (ส.ส.ท.) และเพื่อศึกษาบทบาทการ เปน็ สื่อสาธารณะในสังคมไทย โดยใชแ้ นวคิดการสื่อสาร ทางการเมืองในสังคมสารสนเทศของ Jurgen Habermas กลุ่มตัวอย่างที่ใช้ในการสัมภาษณ์เชิงลึก ได้แก่ กลุ่ม ผู้ที่เกี่ยวข้องกับกระบวนการนโยบายสื่อสาธารณะ กลุ่มผู้ปฏิบัติงานในสื่อสาธารณะ กลุ่มตัวแทนผู้ชม และผู้ฟังรายการ กลุ่มสื่อมวลชนและนักวิชาการ ผลการวิจัยพบว่า การนำสถานีโทรทัศน์ ยู เอช เอฟ ที่สำนักงานปลัดสำนักนายกรัฐมนตรีได้กลับคืนมาจากผลการยกเลิกสัญญาในปี พ.ศ.2550 มาแปลงสภาพ เปน็ สื่อสาธารณะเปน็ ทางออกที่มีความเปน็ ไปไดสู้งสุด ของรัฐบาล ดังนั้น ย่อมต้องตระหนักว่าสื่อสาธารณะ ไม่ได้ถูกสร้างจากข้างล่างที่ประชาชนต้องการให้ได้มา ซึ่งสื่อสาธารณะ แตเ่ กิดจากชนชั้นนำซึ่งเปน็ ผูป้ กครอง หรือนักเทคนิคซึ่งสามารถเข้าถึงกระบวนการเจรจา ตอ่ รองในระบบการเมืองได ้ แมส้ ื่อสาธารณะจะมีความ พยายามเป็นสื่อที่ไม่ตกอยู่ใต้อำนาจของรัฐหรือกลุ่มทุน แต่ความพยายามที่จะเป็นอิสระจากกลุ่มทุนทำให้มี ความจำเป็นต้องพึ่งพารายได้สาธารณะเป็นหลักซึ่ง เปน็ รายไดข้ องรัฐจึงมีความเสี่ยงที่รัฐจะเขา้ มาแทรกแซง ได้ ดังนั้นสื่อสาธารณะจึงควรกล้าที่จะนำเสนอข่าว อยา่ งตรงไปตรงมาในการตรวจสอบผูมี้อำนาจรัฐ มิฉะนั้น จะเกิดปัญหาทางสองแพร่งระหว่างการแทรกแซงของรัฐ ที่สามารถนำไปสู่การเซ็นเซอร์ด้วยตนเองของสื่อและ การมีสว่ นรว่ มทางการเมืองจากประชาชนที่ไมเ่ พียงพอ เนื่องจากไม่ได้มีความรู้สึกในความเป็นเจ้าของสื่อ จากการมีส่วนร่วมก่อตั้งทีวีสาธารณะมาตั้งแต่แรก
