The Assessment of the Potentials of Community-Based Eco-tourism Management: A Case Study of Phuphaphet Cave and Jedkot Cave Tambon Palmpattana, Amphoe Manang, Changwat Satun

Abstract
This research aimed to assess the potentials of community-based eco-tourism management for Phuphaphet and Jedkot caves in Satun Province and study guidelines to improve them. The study was done using 3 assessment forms. The assessment from the 3 forms yielded similar results: the quality standards of the two caves were in good level. From the assessment form designed specifically for the study area, the result showed that the Phuphaphet and Jedkot caves had high potential level for development as a community-based eco-tourism management. For eco-tourism and the nature tourist place assessment standard forms, the results showed that the potential levels were good and very good respectively. For the rafting activity standard assessment form, these tourist places got three stars, where five-stars means the highest and one-star is the lowest. Guidelines for developing the potential were brainstormed with participation from the stakeholders. A certain number of suggestions was recommended for 15 main issues. There were 6 issues that the community needs to corporate with some organizations to take roles in improving them: the ability to endure cultural and ecosystem changes, solid waste management, environmental resource conservation benefit, economic benefit, management of the follow up and change assessment of the area from tourism. The remaining 9 issues are identified and suggested to different specific organizations to help improve the potential.

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อประเมินและศึกษาแนวทางการพัฒนาศักยภาพในการจัดการท่องเที่ยว เชิงนิเวศบริเวณถ้ำภูผาเพชรและถ้ำเจ็ดคต จังหวัดสตูล โดยใช้แบบประเมินศักยภาพ 3 รูปแบบ ผลการประเมิน ศักยภาพ พบว่า ส่วนใหญ่มีความสอดคล้องกัน ได้แก่ แบบประเมินศักยภาพในการจัดการท่องเที่ยวเชิงนิเวศที่ ออกแบบเฉพาะเจาะจงสำหรับพื้นที่ศึกษา มีผลการประเมินศักยภาพอยู่ในระดับสูง แบบประเมินมาตรฐาน คุณภาพแหล่งท่องเที่ยวเชิงนิเวศ พบว่า มีมาตรฐานคุณภาพอยู่ในระดับดี แบบประเมินมาตรฐานคุณภาพแหล่ง ท่องเที่ยวทางธรรมชาติ พบว่า มีมาตรฐานคุณภาพอยู่ในระดับดีมาก ในส่วนผลการประเมินมาตรฐานกิจกรรม ล่องแก่ง พบว่า มีมาตรฐานอยู่ในระดับสามดาว (ซึ่งการกำหนดระดับมาตรฐานตามลำดับจากสูงไปหาต่ำ ได้แก่ ห้าดาว - หนึ่งดาว) แนวทางการพัฒนาศักยภาพจากผลการจัดประชุม พบว่า มีประเด็นในการกำหนดแนวทาง พัฒนาศักยภาพ 15 ประเด็น โดยมีประเด็นที่กำหนดแนวทางให้ชุมชนร่วมมือกับองค์กรผู้มีส่วนได้ส่วนเสียกลุ่ม ต่างๆ 6 ประเด็น ได้แก่ ความสามารถในการรับการเปลี่ยนแปลงต่อระบบนิเวศและวัฒนธรรม การจัดการขยะ ประโยชน์ต่อชุมชนด้านการอนุรักษ์ ประโยชน์ต่อชุมชนด้านเศรษฐกิจ และการจัดการด้านการติดตามและ การประเมินการเปลี่ยนแปลงของพื้นที่ ส่วนอีก 9 ประเด็นเป็นแนวทางในการพัฒนาศักยภาพที่เสนอต่อองค์กร ผู้มีส่วนได้ส่วนเสียกลุ่มต่างๆ ให้เป็นแนวทางในการพัฒนาศักยภาพให้มีศักยภาพที่ดียิ่งขึ้น
