Abstract
The aim of the research work is to achieve the Development Model of Basic Education Management in the Three Southern Border Provinces by holding the highest marks or results of the National Test (NT) and Ordinary Nation Education Test (O-Net) from 24 schools in the Three southern Border Provinces. The Delphi Technique will use the 3 times by 30 experts to develop the model. According to the variables, the result of the study revealed as follows: The philosophy of educational management must be included moral aspect with aim to build up the morality in advance of knowledge. The structure of organization should be re-managed by setting up a committee who will make the decision on the crucial points. Mission and related task management have to retain the 4 main aspects which can be applied to all schools but the details of each aspect will be depend on the schools policies, those consist of Academic affairs division, Personnel administration division, Budget Division and General administration division. They need to select a qualified staff to teach according to their own major. Staffs must be ideal, sacrifice, patience, well-prepared and responsible in advanced field of knowledge. Teaching material innovation or educational technology should be definitely suitable for the educational plan management and preparing the basic necessary materials for the students. Regarding to the annual planning, it will be strongly emphasized on academic excellent, moral-added co-curricular activities and supportive system for students in order to upgrade the quality of education.

บทคัดย่อ
บทคัดย่อ การวิจัยครั้งนี้ มีจุดประสงค์เพื่อพัฒนารูปแบบการจัดการศึกษาขั้นพื้นฐานในสามจังหวัดชายแดนภาคใต้ เป็นการวิจัยเชิงพัฒนาโดยศึกษารูปแบบเบื้องต้นจากโรงเรียนที่มีคะแนนการสอบวัดผลระดับชาติสูงสุดในสาม จังหวัดชายแดนภาคใต้ 24 โรงเรียน จากนั้นพัฒนารูปแบบโดยใช้เทคนิคเดลฟาย 3 รอบจากผู้เชี่ยวชาญ 30 คน ปรากฏผลการวิจัยดังนี้ ปรัชญาการจัดการศึกษาจะต้องจัดให้เกิดความรู้คู่คุณธรรม โดยมีจุดมุ่งหมายให้เกิดคุณธรรมนำความรู้ โครงสร้างการบริหารจะต้องปรับปรุงให้มีคณะกรรมการร่วมตัดสินใจในจุดสำคัญ ๆ การจัดองค์ประกอบ และ ความสัมพันธ์ตามภาระหน้าที่ ต้องคงงานหลัก 4 ด้าน ประกอบด้วย ด้านวิชาการ ด้านบริหารงานบุคคล ด้านงาน งบประมาณ และด้านงานบริหารทั่วไป ไว้เหมือนกันทุกโรงเรียน ส่วนรายละเอียดแต่ละด้านให้เป็นอิสระของแต่ละ โรงเรียน บุคลากรจะต้องสรรหาและให้สอนตรงตามสาขาวิชาเอก และบุคลากรจะต้องเป็นคนดีที่มีอุดมคติ เสียสละ อดทน มุ่งมั่น รับผิดชอบในวิชาชีพชั้นสูง สื่อนวัตกรรมและเทคโนโลยีจะต้องใช้ให้เหมาะสมกับแผนการจัดการ เรียนรู้อย่างแท้จริง และหาสื่อที่จำเป็นพื้นฐานเบื้องต้นให้นักเรียนมีครบทุกคน ส่วนแผนปฏิบัติงานประจำปี ต้อง เน้นงานด้านวิชาการและกิจกรรมส่งเสริมคุณธรรมจริยธรรม และระบบการดูแลช่วยเหลือนักเรียนเป็นสำคัญ เพื่อ ให้คุณภาพการศึกษาสูงขึ้น
