Abstract
Abstract The objective of this study is to examine the participation of Muslim organizations in subdistrict administrative organization; perceived good governance in subdistrict administrative organization; and association between perceptions, understanding, political and administrative participation of Muslim organizations with good governance in subdistrict administrative organization. The study also examined roles of Muslim organizations in promoting good governance. Descriptive technique was based on to address the objectives of the study. Seven hundred thirty eight questionnaires were distributed to the samples for quantitative data collection. Group interview with 25 panelists was conducted to gain the qualitative data. Percentage and Chi-square were used to analyze the quantitative data while content analysis was applied to qualitative one. The results revealed that the participation of Muslim organizations in subdistrict administrative organization was relatively low. With respect to good governance it was high as perceived by samples from subdistrict administrative organization but relatively low as perceived by Muslim organizations. Perceptions, political and administrative participation of Muslim organizations had association with good governance. Rather, Muslim organizations had vital roles in coordinating and directing community. Encouraging Muslim organizations to participate in subdistrict administrative organization thus would be a significant means to promoting good governance in subdistrict administrative organization.

บทคัดย่อ
งานวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาการมีส่วนร่วมขององค์กรมุสลิมต่อการบริหารจัดการขององค์การบริหาร ส่วนตำบล ธรรมรัฐขององค์การบริหารส่วนตำบล ความสัมพันธ์ระหว่างปัจจัยด้านความคิดเห็น ความรู้ความเข้าใจ การมีส่วนร่วมทางการเมืองและการมีส่วนร่วมทางการบริหารขององค์กรมุสลิมกับธรรมรัฐองค์การบริหารส่วน ตำบล ตลอดจนบทบาทและศักยภาพขององค์กรมุสลิมในการส่งเสริมธรรมรัฐขององค์การบริหารส่วนตำบล ใช้วิธี การวิจัยเชิงพรรณนาเก็บข้อมูลเชิงปริมาณโดยใช้แบบสอบถามจากตัวแทนองค์การบริหารส่วนตำบลและตัวแทน องค์กรมุสลิม คือ องค์กรศาสนา องค์กรการศึกษา องค์กรสงเคราะห์ องค์กรสตรี และองค์กรเศรษฐกิจ จำนวน 738 คน ควบคู่กับการเก็บข้อมูลเชิงคุณภาพโดยการสัมภาษณ์กลุ่มผู้ทรงคุณวุฒิจำนวน 25 คน ใช้สถิติร้อยละและไคสแควร์ ในการวิเคราะห์ข้อมูล ผลการวิจัย พบว่า องค์กรมุสลิมมีส่วนร่วมทั้งทางการเมืองและการบริหารงานขององค์การ บริหารส่วนตำบลในระดับน้อย สำหรับธรรมรัฐขององค์การบริหารส่วนตำบล กลุ่มตัวอย่างองค์การบริหารส่วน ตำบลมีความเห็นว่าระดับการปฏิบัติตามหลักธรรมรัฐขององค์การบริหารส่วนตำบลอยู่ในระดับมากในขณะที่กลุ่ม ตัวอย่างองค์กรมุสลิมมีความเห็นว่า ระดับการปฏิบัติตามหลักธรรมรัฐขององค์การบริหารส่วนตำบลอยู่ในระดับ น้อย นอกจากนี้ ความคิดเห็นเกี่ยวกับการมีส่วนร่วมทางการเมืองและทางการบริหารมีความสัมพันธ์กับระดับการ ปฏิบัติตามหลักธรรมรัฐขององค์การบริหารส่วนตำบล สำหรับศักยภาพและบทบาทขององค์กรมุสลิมในการสร้าง ธรรมรัฐในองค์การบริหารส่วนตำบล พบว่า องค์กรมุสลิมจะทำหน้าที่เป็นองค์กรประสานระหว่างองค์การบริหาร ส่วนตำบลกับประชาชน ชี้นำสังคมและเสริมสร้างความเข้าใจให้แก่ประชาชนให้รู้หน้าที่และบทบาทขององค์การ บริหารส่วนตำบล ดังนั้น การสร้างความตระหนักและเปิดโอกาสในองค์กรมุสลิมเข้ามามีส่วนร่วมต่อองค์การ บริหารส่วนตำบลจะเป็นแนวทางหนึ่งที่ช่วยส่งเสริมให้เกิดธรรมรัฐในองค์การบริหารส่วนตำบล
