Abstract
Abstract The research aimed at investigating the general profile of Mae Sot District, the economic situation involving with the public and the operators as well as problems caused by foreign labors and their impacts on the district as far as the economic and social aspects were concerned. Four hundred and sixty-six samples were local people and operators respectively. The derived data were analyzed by statistical packages for the social science. The results of social impact functions caused by the foreign labors aforementioned showed that 3 significant factors (P<0.5) affecting the trading volumes and investment in the district were the state’s incomes, the international trading incomes and the private investment when the adjusted coefficient of determination was 0.977. As for the analysis of social impact functions caused by the foreign labors aforementioned, 3 significant impacts (P<0.5) affecting the district community were the number of crime rates, the disease/plaque dispersed from the foreign labors and social security when the adjusted coefficient of determination was 0.84. Applicablesuggestions supporting positive social and economic formats were as followed: the state’s tight control over the foreign labors immigration; joint public and private managing cooperation over the foreign labors; the foundation of industrial estate; and the provision of easily inspected and controlled living quarters of the foreign labors.

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสถานภาพเมืองการค้าชายแดนแม่สอด สภาพเศรษฐกิจทั่วไปของประชากร ผู้ประกอบการ รวมถึงปัญหาและอุปสรรคจากแรงงานต่างด้าว และผลกระทบของแรงงานต่างด้าวต่อเศรษฐกิจ และ สังคม เมืองการค้าชายแดนแม่สอด อำเภอแม่สอด จังหวัดตาก ประชากรที่เป็นกลุ่มตัวอย่าง ได้แก่ ประชากรเมืองการ ค้าชายแดนแม่สอด จำนวน 400 ตัวอย่าง ผู้ประกอบการ จำนวน 66 ตัวอย่าง และได้นำข้อมูลที่ได้มาวิเคราะห์ ด้วย โปรแกรมสถิติในการวิจัยทางสังคมศาสตร์ ผลการวิจัย พบว่า ด้านการวิเคราะห์ฟังก์ชันผลกระทบทางเศรษฐกิจ จากการใช้แรงงานต่างด้าวเมืองการค้าชายแดนแม่สอด ปรากฏว่ามีปัจจัยที่ผลต่อปริมาณการค้าและการลงทุนใน เมืองการค้าชายแดนแม่สอด จำนวน 3 ชนิด ได้แก่ รายได้ภาครัฐ รายได้จากการค้าระหว่างประเทศ และจำนวน การลงทุนภาคเอกชนที่มีนัยสำคัญทางสถิติที่ระดับความเชื่อมั่นร้อยละ 95 เมื่อพิจารณาค่าสัมประสิทธิ์การตัดสินใจ ที่ปรับค่าแล้ว มีค่าเท่ากับ 0.977 ด้านการวิเคราะห์ฟังก์ชันผลกระทบทางสังคมจากการใช้แรงงานต่างด้าวเมืองการค้า ชายแดนแม่สอด ปรากฏว่ามีปัจจัยที่ผลต่องบประมาณในการจัดการผลกระทบต่อสังคมในเมืองการค้าชายแดนแม่สอด จำนวน 3 ชนิด ได้แก่ จำนวนอาชญากรรมที่เกิดจากแรงงานต่างด้าว จำนวนโรค/โรคระบาดที่เกิดจากแรงงานต่างด้าว และนโยบายด้านความมั่นคง ที่มีนัยสำคัญทางสถิติที่ระดับความเชื่อมั่นร้อยละ 95 เมื่อพิจารณาค่าสัมประสิทธิ์การ ตัดสินใจที่ปรับค่าแล้ว มีค่าเท่ากับ 0.844 ส่วนข้อเสนอแนะจากการศึกษาเพื่อการจัดการแรงงานต่างด้าวในเมืองการค้า ชายแดนแม่สอดไม่ให้ส่งผลกระทบทางลบต่อเศรษฐกิจและสังคมนั้น ภาครัฐต้องควบคุมการนำเข้าแรงงานต่างด้าว อย่างเข้มงวด ส่งเสริมให้ประชากรท้องถิ่นเข้ามามีส่วนร่วมในการจัดการแรงงานต่างด้าวร่วมกับภาครัฐ อีกทั้งภาครัฐ ควรมีการจัดตั้งนิคมอุตสาหกรรม และการกำหนดขอบเขตที่อยู่อาศัยของแรงงานต่างด้าวเพื่อให้ง่ายแก่การตรวจสอบ และการควบคุม
