Abstract
The objectives of this study were to study the problems and obstructions in a three-year development
planning process of a Tambon Administrative Organization (TAO), and to investigate whether there was any
association between external factors, internal factors, problems and obstructions in a three-year development
planning. The samples consisted of 56 Tambon Administrative Organization Development committees and
Tambon Administrative Organization Promotion committees. The results were as follow. 1) The sample faced
problems and obstructions in a three-year development planning process scored moderate levels. 2) Gender,
educational levels, rank responsibilities, duration on rank maintenance, experiences had no relationship between
problems and obstructions in a three-year development planning process. However, there was a relationship
between ages and experiences in attending a seminar on development planning process, and problems and
obstructions in a three-year development planning process. 3) External factors on politics, social and cultures,
and technology had no relationship with problems in a three-year development planning process. However,
there was a relationship between external factors on economy and law, and problems and obstructions in a
three-year development panning process. 4) Internal factors on leadership, personnel and ability to coordinate
had no relationship with problems and obstructions in a three-year development planning process. However,
there was a relationship between internal factors on data for development planning process, and problems and
obstructions in a three-year development planning process.

บทคัดย่อ
บทความนี้นำเสนอผลการวิจัย ซึ่งมุ่งศึกษาปัญหาและอุปสรรคในกระบวนการวางแผนพัฒนาสามปี ขององค์การ
บริหารส่วนตำบลในจังหวัดยะลา และศึกษาความสัมพันธ์ระหว่างปัจจัยส่วนบุคคล ปัจจัยภายนอกและปัจจัยภายใน
กับปัญหาและอุปสรรคในกระบวนการวางแผนพัฒนาสามปี โดยกลุ่มตัวอย่างที่ใช้ในการวิจัยคือ คณะกรรมการพัฒนา
องค์การบริหารส่วนตำบล และคณะกรรมการสนับสนุนการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบล จำนวน 56 คน
โดยมีผลการศึกษา ดังนี้ 1) กลุ่มตัวอย่างมีปัญหาและอุปสรรคในกระบวนการวางแผนพัฒนาทั้ง 7 ขั้นตอนในระดับ
ปานกลาง 2) เพศ ระดับการศึกษา ตำแหน่งที่รับผิดชอบ ระยะเวลาที่ดำรงตำแหน่งและประสบการณ์ในการวางแผนพัฒนา
ไม่มีความสัมพันธ์กับปัญหาและอุปสรรคในกระบวนการวางแผนพัฒนาสามปี แต่อายุและประสบการณ์ในการเข้ารับการอบรม
มีความสัมพันธ์กับปัญหาและอุปสรรคในกระบวนการวางแผนพัฒนาสามปี 3) ปัจจัยภายนอกด้านการเมือง สังคมและ
วัฒนธรรม และเทคโนโลยีไมมี่ความสัมพันธ์กับปัญหาและอุปสรรคในกระบวนการวางแผนพัฒนาสามปีแต่ปัจจัยภายนอก
ด้านเศรษฐกิจและด้านระเบียบกฎหมายมีความสัมพันธ์กับปัญหาและอุปสรรคในกระบวนการวางแผนพัฒนาสามปี 4) ปัจจัย
ภายในด้านการเป็นผู้นำ ด้านบุคลากร และด้านความสามารถในการประสานงาน ไม่มีความสัมพันธ์กับปัญหาและอุปสรรค
ในกระบวนการวางแผนพัฒนาสามปี แต่ปัจจัยภายในด้านข้อมูลเพื่อการวางแผนพัฒนาและด้านทรัพยากร เงินและ
วัสดุอุปกรณ์มีความสัมพันธ์กับปัญหาและอุปสรรคในกระบวนการวางแผนพัฒนาสามปี
