Development of Arts and Culture Institutes in Regional Universities under the Ministry of University Affairs

Abstract
This research aimed to study the development of arts and culture institutes in three regional universities: Chiangmai University , Khon Khaen University and Prince of Songkla University. It was found that the States cultural policy was related to the higher education development plan. That is, the government encouraged higher education institutions to play an important role in the conservation and promotion of national and local culture; thus, culture conservation and dissemination was one of the missions of higher education institutions. The three arts and culture institutes had similar development. Each was established initially as a cultural center and then became a cultural office or institute. Promotion, conservation and dissemination of local culture were the tasks of these institutes. Typical activities organized included activities relating to teaching and research missions, culture conservation and dissemination, arts and cultural gallery and museum. With respect to future plan, autonomy was what these institutes asked for. They also expected to establish cultural networks both inside and outside the universities to help organize activities that were in accordance with local culture. It was suggested that the administration and management of these institutes be conducted in the form of the committee and emphasis be placed on cultural researches.

บทคัดย่อ
งานวิจัยนี้มุ่งศึกษาพัฒนาการของสถาบันศิลปวัฒนธรรมของมหาวิทยาลัยภูมิภาค 3 แห่ง คือ มหาวิทยาลัยเชียงใหม่ มหาวิทยาลัยขอนแก่น และมหาวิทยาลัยสงขลานครินทร์ ผลการศึกษาพบว่า นโยบายวัฒนธรรมของชาติมีความสัมพันธ์กับแผนพัฒนาการศึกษาระดับอุดมศึกษา กล่าวคือ รัฐสนับสนุนให้สถาบันการศึกษาชั้นสูงมีบทบาทสำคัญในการรักษาวัฒนธรรมของชาติและท้องถิ่น ด้วยเหตุนี้ในแผนอุดมศึกษาจึงระบุภารกิจด้านการทำนุบำรุงศิลปวัฒนธรรมให้เป็นภารกิจสำคัญเทียบเท่าภารกิจด้านการสอน การวิจัยและการบริการวิชาการ ขอบเขตของการทำนุบำรุงวัฒนธรรมครอบคลุมทั้งระดับท้องถิ่น ระดับชาติ และการเผยแพร่วัฒนธรรมไปสู่ระดับสากล ในด้านโครงสร้างการบริหารงานองค์กร และลักษณะการจัดกิจกรรม พบว่ารูปแบบของสถาบันทั้ง 3 แห่ง มีความคล้ายคลึงกันในด้านพัฒนาการของการจัดโครงสร้างคือ เริ่มจากการดำเนินงานระดับศูนย์วัฒนธรรม และพัฒนาเป็นหน่วยงานระดับสำนักหรือสถาบันด้านวัฒนธรรม โดยมหาวิทยาลัยภูมิภาคมีนโยบายส่งเสริมวัฒนธรรมท้องถิ่นและการเป็นแกนนำของชุมชนในการรักษาวัฒนธรรมตลอดจนการเผยแพร่ไปสู่สังคมภายนอก กิจกรรมที่จัดสอดคล้องกับภารกิจด้านวิชาการและการวิจัย มีการอนุรักษ์ เผยแพร่ การจัดแสดงหอศิลปวัฒนธรรมและพิพิธภัณฑ์ ด้านแนวทางการดำเนินนโยบายในอนาคต มีการเสนอรูปแบบการดำเนินงานโดยให้อิสระการบริหารงานของสถาบันเพื่อความคล่องตัวในการปฏิบัติภารกิจ จัดกิจกรรมโดยคำนึงถึงความสอดคล้องกับวัฒนธรรมท้องถิ่นโดยมีเครือข่ายร่วมกับหน่วยงานทั้งภายในและภายนอกมหาวิทยาลัย มีการบริหารงานในรูปแบบคณะกรรมการ และมุ่งพัฒนาองค์ความรู้ด้านการวิจัยวัฒนธรรม
