การมีส่วนร่วมของเจ้าหน้าที่โรงพยาบาลในโครงการพัฒนาและรับรองคุณภาพโรงพยาบาล ในสามจังหวัดชายแดนภาคใต้
Staff Participation in Hospital Accreditation Project in the Three Southern Border Provinces

Abstract
This research was intended to investigate: (1) the level of participation in the Hospital Accreditation Project of the hospital staff in the three southern border provinces, (2) the factors affecting their participation in the Project. The subjects of this study were the staff of the general hospitals participating in the Hospital Accreditation Project in the three southern border provinces. Five hundred hospital staff was selected by the stratified random sampling . The instrument for data collection was a questionnaire. The data was analyzed based on percentages, arithmetic means, standard deviations and the stepwise multiple regression. The results of this research were as follows: The staff of the hospitals in the three southern border provinces participated in the Hospital Accreditation Project moderately, both overall and in each following aspect: planning, doing, checking, and acting. The staff s characteristics factor which affected the staff participation in the Hospital Accreditation Project were the benefit expectation, nursing position, work experience, and attitude towards the project. The predicting power was 22.30 percentage. The supporting factor which affected the staff participation in the Hospital Accreditation Project were colleagues support, supervision and project training support, and resources support. The predicting power was 32.80 percentage. The first three problems and obstacles in proceeding with Hospital Accreditation Project were an insufficient knowledge of staffs, a lack of budget support in work performance and a discontinue work processing.

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมของเจ้าหน้าที่โรงพยาบาลในโครงการพัฒนาและรับรองคุณภาพโรงพยาบาล ในสามจังหวัดชายแดนภาคใต้ และหาปัจจัยที่ส่งผลต่อการมีส่วนร่วมในโครงการของเจ้าหน้าที่โรงพยาบาล กลุ่มตัวอย่างคือเจ้าหน้าที่ที่ปฏิบัติงานในโรงพยาบาลทั่วไป สามจังหวัดชายแดนภาคใต้ ได้แก่ โรงพยาบาลปัตตานี โรงพยาบาลนราธิวาสราชนครินทร์ โรงพยาบาลเบตง และโรงพยาบาลสุไหงโกลก จำนวน 500 คน ทำการสุ่มตัวอย่างแบบแบ่งชั้น เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า เจ้าหน้าที่โรงพยาบาลในสามจังหวัดชายแดนภาคใต้มีส่วนร่วมในโครงการพัฒนาและรับรองคุณภาพโรงพยาบาลทั้งภาพรวมและรายด้าน คือ ด้านการวางแผน ด้านการดำเนินงาน ด้านการตรวจสอบ และด้านการปรับปรุงระบบ อยู่ในระดับปานกลาง ปัจจัยคุณลักษณะของเจ้าหน้าที่ที่ส่งผลต่อการมีส่วนร่วมในโครงการพัฒนาและรับรองคุณภาพโรงพยาบาลในสามจังหวัดชายแดนภาคใต้ คือ ความคาดหวังเกี่ยวกับประโยชน์ที่จะได้รับจากโครงการ กลุ่มงานพยาบาล ประสบการณ์ในการทำงาน และเจตคติเกี่ยวกับโครงการ โดยร่วมกันอธิบายความแปรปรวนของการมีส่วนร่วมของเจ้าหน้าที่โรงพยาบาลในโครงการพัฒนาและรับรองคุณภาพโรงพยาบาลได้ร้อยละ 22.30 ส่วนปัจจัยการสนับสนุนที่ส่งผลต่อการมีส่วนร่วมของเจ้าหน้าที่โรงพยาบาลในโครงการพัฒนาและรับรองคุณภาพโรงพยาบาล ในสามจังหวัดชายแดนภาคใต้ คือ การสนับสนุนจากผู้ร่วมงาน การสนับสนุนการนิเทศและการฝึกอบรมเกี่ยวกับโครงการ และการสนับสนุนทรัพยากร โดยร่วมกันอธิบายความแปรปรวนของการมีส่วนร่วมของเจ้าหน้าที่โรงพยาบาลในโครงการพัฒนาและรับรองคุณภาพโรงพยาบาลได้ร้อยละ 32.80 ปัญหาอุปสรรค 3 อันดับแรกในการดำเนินโครงการพัฒนาและรับรองคุณภาพโรงพยาบาล ได้แก่ เจ้าหน้าที่ได้รับการอบรมไม่เพียงพอ ขาดการสนับสนุนด้านงบประมาณในการปฏิบัติงาน และขาดความต่อเนื่องของการดำเนินงาน
