สถานภาพของมหาวิทยาลัยทักษิณเพื่อการปรับเปลี่ยนเป็นมหาวิทยาลัยในกำกับของรัฐ

Abstract
บทคัดย่อการวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสถานภาพของมหาวิทยาลัยทักษิณในปัจจุบัน 2) ศึกษาสถานภาพมหาวิทยาลัยในกำกับของรัฐที่มีขนาดเล็ก และ 3) วิเคราะห์สถานภาพด้านการบริหารและวัฒนธรรมขององค์กร เพื่อการเตรียมตัวเป็นมหาวิทยาลัยในกำกับของรัฐที่พึ่งประสงค์ กลุ่มตัวอย่างได้แก่ บุคลากรในมหาวิทยาลัยทักษิณจำนวน 112 คน และผู้ทรงคุณวุฒิจำนวน 11 คน เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ความถี่ ร้อยละ และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) การบริหารจัดการทั้งในปัจจุบันและในรูปแบบมหาวิทยาลัยในกำกับของรัฐที่พึ่งประสงค์มีความสอดคล้องกัน คือมหาวิทยาลัยมีเป้าหมายในการพัฒนาบัณฑิตที่มีคุณภาพมีความเป็นเลิศทางวิชาการ ตอบสนองความต้องการของภาคใต้ และนำองค์ความรู้ที่ได้ออกสู่ระดับชาติ และนานาชาติต่อไป 2) การบริหารบุคคลควรแบ่งเป็นสาย ก ข และ ค 3) งบประมาณควรมีการกระจายอำนาจให้คณะ ส่วนแหล่งรายได้ของมหาวิทยาลัยได้มาจากงบประมาณแผ่นดินและค่าหน่วยกิต ค่าธรรมเนียมการศึกษา โดยมีคณะกรรมการที่ขึ้นตรงต่อคณะกรรมการการเงินและทรัพย์สินของมหาวิทยาลัยรับผิดชอบตรวจสอบ 4) มหาวิทยาลัยมีความพร้อมที่จะปรับเปลี่ยนเป็นมหาวิทยาลัยในกำกับของรัฐ 5) มหาวิทยาลัยจะยึดตามมาตรฐาน และดัชนีชี้วัดของสำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา และมหาวิทยาลัยควรมีการกำหนดมาตรฐานและดัชนีชี้วัดเพิ่มเติมที่เป็นจุดเด่นของมหาวิทยาลัย

Abstract
The purposes of this research were 1) to study Thaksin University,s current status, 2) to study the status of small autonomous university and 3) to analyse Thaksin University status in administration and corporate culture to become a desirable autonomous university. The samples of this study were 112 university personnel and 11 appointees who served on the University Council. The statistics in data analysing were frequency, percentage and content analysis. The result of this study were : 1) the university at present as well as in the future when it becomes autonomous, is striving to produce qualified graduates, to attain academic excellence, to fully respond to the needs of the South, and to link its repertoire of knowledge to the national and international networks. 2) personnel should be of 3 categories : academic, supporting, and administrative. 3) budget allocation and management should be decentralized to each faculty. 4) the university is ready to become an autonomous university. 5) the university should adopt the standards and performance indicators set forth by the Office for National Education Standards and Quality Assessment, and develop additional indicators that highlight the uniqueness of the university.
