รูปแบบที่เหมาะสมของการบริหารการศึกษาในระดับพื้นที่

Abstract
การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์รูปแบบการบริหารการศกึษาในระดับพื้นที่ ในด้านแนวคิดหลักการและนโยบาย การจัดโครงสร้างองค์การ บุคลากร บทบาทหน้าที่ และการประสานงาน การศึกษาใช้วิธีการสัมมนาระดมความคิดเห็นจากผู้ทรงคุณวุฒิในรอบแรกแล้วสังเคราะห์รูปแบบที่กำหนดขึ้นมาสำรวจความคิดเห็นจากผู้เชี่ยวชาญในระดับจังหวัดทั่วประเทศ ซึ่งสุ่มมาเป็นกลุ่มตัวอย่าง 63 จังหวัด ได้กลุ่มตัวอย่างผู้ตอบแบบสอบถามทั้งหมด 441 คน ได้ส่งแบบสอบถามกลับคืนมา 398 คน คิดเป็นร้อยละ 90 การวิเคราะห์ข้อมูลใช้วิธีการทางสถิติ ค่าร้อยละ ค่าไค-สแควร์ (Chi-square) ผลการวิจัยพบว่า ผู้ทรงคุณวุฒและผู้บริหารในระดับจังหวัดจำนวนร้อยละ 83-99 เห็นด้วยกับรูปแบบการบริหารการศึกษา ที่ผู้วิจัยและผู้ร่วมสัมมนาสังเคราะห์ทั้งรายด้านและภาพรวมดังนี้ 1) ด้านแนวคิด หลักการและนโยบาย ผู้เชี่ยวชาญเห็นด้วยกับการกระจายอำนาจไปยังเขตพื้นที่ ให้ชุมชนมีส่วนร่วมในการจัดการศึกษา 2) ด้านการจัดองค์การ ผู้เชี่ยวชาญเห็นด้วยกับการจัดให้มีคระกรรมการบริหารเป็นองค์คณะบุคคล ประกอบด้วย ผู้ทรงคุณวุฒโดยตำแหน่ง และโดยการเลือกตั้งจากครูหรอืบุคลากรที่ปฏิบัติงานในเขตพื้นที่ให้มีจำนวนตามสัดส่วนที่เหมาะสม ส่วนสำนักงานจัดให้โครงสร้างงานแบ่งเป็นห้าฝ่าย ได้แก่ ฝ่ายบริหารงานทั่วไป ฝ่ายแผนงานและงบประมาณ ฝ่ายจัดการศึกษา ฝ่ายส่งเสริมและพัฒนา และฝ่ายกิจการพิเศษ ซึ่งการบริหารงานอยู่ภายใต้การควบคุม กำกับ ติดตามของเลขาธิการหรือผู้อำนวยการโดยตำแหน่ง 3) ด้านการกำหนดบทบาทหน้าที่ ผู้เชี่ยวชาญเห็นด้วยกับบทบาทหน้าที่ของคณะกรรมการ โดยรับผิดชอบในการพิจารณากำหนดนโยบาย แผนงาน โครงการ และงบประมาณ การติดตามผลและประเมินผล การอนุมัติหลักสูตร การจัดตั้ง ยุบรวม ยกเลิกสถานศึกษา รวมทั้งการพิจารณากำหนดมาตรฐานการศึกษา 4) ด้านบุคลากร ผู้เชี่ยวชาญเห็นด้วยกับการกำหนดจำนวน ที่มา และวาระของคณะกรรมการ 5) ด้านการประสานงาน ผู้เชี่ยวชาญเห็นด้วยกับบทบาทหน้าที่ของสำนักงานคณะกรรมการการศึกษาเขตพื้นที่เป็นหน่วยประสานงานให้สถานศึกษาปฏิบัติงานตามแนวนโยบายของกระทรวง ให้องค์กรเอกชนมีส่วนร่วมในการจัดการศึกษาระดับเขตพื้นที่ คำสำคัญ : รูปแบบที่เหมาะสม, การบริหารการศึกษาระดับพื้นที่, การจัดการศึกษา This research was intended to analyze and propose the effective model of educational administration at the local area level with respect to principle and policy, organizational management, role and function, personnel appointment, and coordination, Brainstorming from experts was carried out at a seminar to formulate the model; a questionnaire was then developed. Questionnaires were administered to 441 educational administrators in 63 provinces, and 398 or 90% were returned. Percentages and Chi-square were used in data analysis. It was found that 83-99% of experts and provincial educational administrators approved of the proposed model as detailed below; (1) With respect to principle and policy, the respondents agreed with decentralization to local areas, which allows communities to actively participate in educational administration. (2) With respect to organizational management, the respondents agreed that a board of education (BOE) should be set up. With appropriate proportion, the board members should consist of ex officio experts as well as representatives elected from teachers or personnel working in the areas. Besides, the local area office which is under the supervision of a secretary general or a director should consist of five sections/units: general administration, planning and budgeting, educational management, extension and development, and special affairs. (3) With respect to role and function, the respondents agreed that the board members should be responsible for policymaking, planning, project approval and budgeting, monitoring and evaluation, curriculum endorsement, establishing and revoking licenses from educational institutions, and setting up educational standards. (4) With respect to personnel appointment, the respondents consented that the number of the board members, recruitment, and terms of appointment should be specified. (5) With respect to coordination, the respondents agreed that the local area office should function as a coordinating office to facilitate educational institutions to perform their missions in compliance with the Ministrys policies, and that private sectors should be encouraged to take part in educational management at the local area level.
