การวิเคราะห์ต้นทุนและผลตอบแทนจากการผลิตข้าวของเกษตรกรที่เข้าร่วมโครงการประกันรายได้เกษตรกรในจังหวัดอุบลราชธานี
Cost-Benefit Analysis of Rice Production of Farmers under Rice Price Insurance Scheme in Ubon Ratchathani Province

Abstract
This research aimed to analyze costs and benefits of farmers participating in Rice Price Insurance Scheme for paddy production in the year 2553/2554. The research found that production cost could be divided into variable costs at 70.98 percent and fixed costs at 29.02 percent. The main costs contained labor, agricultural materials and other costs including land rent and depreciation of equipment. Average yield of rice was 316.89 kilogram per rai. Average cost was 14.65 Baht per kilogram whereas assurance pricing was 15.3 Baht per kilogram. From the scheme, the participants got the increasing profit only 4.44 percent. The stabilities assurance pricing should be between 17.58 to 18.31 baht per kilogram. The project analysis of the scheme when the assurance pricing was 18.31 Baht per kilogram, the increasing productivity rate was 10 percent per year and the project was 5 years shown that The farmers could get net profit and net cash inflow every year, a payback period was 3 years and 8 months, the Break-Even Point was 3,423.22 baht per rai, a positive net present value and internal rate of return was 28.28 percent. Production problems of farmers were higher as financial problems because labor and fertilizer cost were expensive. For true stability, The government should provide knowledge to the farmers in order to improve their productivity and reduce production costs.

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อวิเคราะห์ต้นทุน และผลตอบแทนจากการผลิตข้าวของเกษตรกร ที่เข้าร่วมโครงการประกันรายได้เกษตรกรผู้ผลิต ข้าวเปลือกนาปี ในจังหวัดอุบลราชธานี รอบปีการผลิต 2553/2554 ผลการศึกษาพบว่า ต้นทุนการผลิตแบ่ง เป็นต้นทุนผันแปรและต้นทุนคงที่ คิดเป็นร้อยละ 70.98 และร้อยละ 29.02 ตามลำดับ ต้นทุนที่มีสัดส่วนสูง คือ ค่าแรงงาน ค่าปุ๋ยเคมี ค่าเช่าที่ดินและค่าเสื่อมราคา ตามลำดับ ทั้งนี้ปริมาณการผลิตเฉลี่ย 316.89 กิโลกรัม ต่อไร่ คิดเป็นต้นทุนการผลิตเฉลี่ย 14.65 บาทต่อ กิโลกรัม ขณะที่ราคาประกันที่รัฐบาลกำหนดคือ 15.3 บาทต่อกิโลกรัม การเข้าร่วมโครงการประกันรายได้ ส่งผลให้เกษตรกรมีอัตราผลตอบแทนเพิ่มขึ้นเพียง ร้อยละ 4.44 ดังนั้นเพื่อสร้างความยั่งยืนให้กับ เกษตรกรอย่างแท้จริง ควรกำหนดราคาประกันอยู่ ระหว่าง 17.5-18.31 บาทต่อกิโลกรัม จากการวิเคราะห์ ผลตอบแทนจากการเข้าร่วมโครงการ หากเกษตรกร ได้รับผลตอบแทนจากราคาประกันที่ 18.31 บาทต่อ กิโลกรัม โดยมีอัตราการเพิ่มของผลผลิตเป็นร้อยละ 10 ต่อปี ระยะเวลา 5 ปี พบว่า เกษตรกรจะมีกำไรสุทธิและ กระแสเงินสดรับคงเหลือทุกปี สามารถคืนทุนได้ 3 ปี 8 เดือน จุดคุม้ ทุนเฉลี่ย อยูที่ 3,423.22 บาทตอ่ ไร ่มูลคา่ ปัจจุบันสุทธิเป็นบวกและอัตราผลตอบแทนภายใน ร้อยละ 28.28 สำหรับปัญหาที่พบในการผลิตข้าวสูง ที่สุด คือ ปัญหาค่าแรงงานและปุ๋ยเคมีราคาแพง ทั้งนี้ หากรัฐบาลต้องการสร้างความมั่นคงให้กับเกษตรกร อยา่ งแทจ้ ริงแลว้ ควรสง่ เสริมความรูด้ า้ นการเพิ่มผลผลิต และการเลือกปัจจัยการผลิตที่เหมาะสมเพื่อลดต้นทุน ต่อไป
