Factors Affecting the Implementation of the Peace Building Process in the Four Southernmost Provinces of Thailand Policy

Abstract
Objectives of the research entitled Factors Affecting The Implementation Of The Peace Building Process In The Four Southernmost Provinces Of Thailand Policy were 1) to study the level of factors for success in the implementation of the peace building process in the four southernmost provinces of Thailand policy 2) to study the level of success in the implementation of the peace building process in the four southernmost provinces of Thailand policy 3) to find recommendations for the implementation of the government policy on unrest in the four southernmost provinces of Thailand. The samples in this study were 750 policy practitioners made up of policemen and soldiers selected through stratified random sampling. Research indicated the following results: 1) a medium level of factors regarding success in the policy implementation, separated into various aspects and ranked from the highest to the lowest as follows: attitude of policy practitioners, policy, leadership status, policy objectives, correlations between mechanisms of policy implementation, policy attributes, cultures, area identity, support and cooperation between groups , motivation in practicing policies, and resources sufficiency 2) a medium level of success in implementation of the peace building process in the four southernmost provinces of Thailand policy, separated into various aspects and ranked from the highest to the lowest as follows: peoples participation in problem-solving, safety in life and assets, and situation unrest 3) various commendations about practical recommendations and policies base.

บทคัดย่อ
การศึกษาวิจัยเรื่อง ปจั จัยสูค่ วามสำเร็จในการนำ นโยบายเสริมสร้างสันติสุขในพื้นที่จังหวัดชายแดน ภาคใต้ไปปฏิบัติ มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับ ปัจจัยสู่ความสำเร็จในการนำนโยบายเสริมสร้าง สันติสุขในพื้นที่จังหวัดชายแดนภาคใต้ไปปฏิบัติ 2) เพื่อศึกษาระดับความสำเร็จของนโยบายเสริมสร้าง สันติสุขในพื้นที่จังหวัดชายแดนภาคใต้ไปปฏิบัติ 3) เพื่อหาข้อเสนอแนะ ในการพัฒนากระบวนการนำ นโยบายการแก้ไขความไม่สงบในพื้นที่ชายแดน ภาคใต้ไปปฏิบัติ กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ คือ ผู้นำนโยบายไปปฏิบัติ ซึ่งได้แก่ ข้าราชการตำรวจ ขา้ ราชการทหาร จำนวน 750 คน โดยใชก้ ารสุม่ ตัวอยา่ ง แบบแบ่งชั้น จากการศึกษาวิจัย พบว่า 1) ระดับปัจจัย สู่ความสำเร็จในการนำนโยบายเสริมสร้างสันติสุข ในพื้นที่จังหวัดชายแดนภาคใต้ไปปฏิบัติอยู่ในระดับ ปานกลาง เมื่อแยกเป็นรายด้านโดยเรียงลำดับสูงสุด ไปน้อยสุด ดังนี้ ปัจจัยด้านทัศนคติของผู้นำนโยบาย ไปปฏิบัติ ดา้ นภาวะผูน้ ำ ดา้ นวัตถุประสงคข์ องนโยบาย ด้านความสัมพันธ์ระหว่างกลไกต่างๆ ที่นำนโยบาย ไปปฏิบัติ ด้านลักษณะนโยบาย ด้านการคำนึงถึง วัฒนธรรม อัตลักษณ์ ของพื้นที่ ด้านการสนับสนุนและ ความรว่ มมือจากกลุม่ ตา่ งๆ ดา้ นแรงจูงใจในการปฏิบัติ หนา้ ที่ขอ้ งผูน้ ำนโยบายไปปฏิบัติ และดา้ นความเพียงพอ ของทรัพยากร 2) ระดับความสำเร็จของนโยบาย เสริมสร้างสันติสุขในพื้นที่จังหวัดชายแดนภาคใต้ อยู่ในระดับปานกลาง เมื่อแยกเป็นรายด้านโดยเรียง ลำดับสูงสุดไปน้อยสุดจะได้ ดังนี้ ด้านการมีส่วนร่วม ในการแก้ไขปัญหาของประชาชน ด้านความปลอดภัย ในชีวิตและทรัพย์สิน และด้านเงื่อนไขที่ก่อให้เกิด เหตุการณ์ความไม่สงบ และ 3) ข้อเสนอแนะต่างๆ เกี่ยวกับข้อเสนอแนะเชิงปฏิบัติและข้อเสนอแนะ เชิงนโยบาย
