Interpreting for the Assistance and Protection of Trafficking Victims: An Overview

Abstract
It is important to assist and protect those who have fallen prey to human trafficking. In Thailand, most victims are foreigners are not able to communicate in Thai. In the fact-finding process which seeks to assist the victimized and to prosecute the perpetrators, interpreters play a vital role. By examining their roles and working conditions as well as the problems they encounter, this study aims to contribute to better preparation and training of interpreters in Thailand and to the betterment of the system in which these language professionals are called upon to function. A review of relevant literature and interviews with twenty individuals involved in the process, including social workers, police officers, lawyers, interpreters and victims, revealed how closely interpreters work with the interdisciplinary team. The role of the interpreter is found to vary according to the context and the expectation of those who call upon his or her skills. This study indicates an urgent need for improvements in the number and quality of interpreters, in contact and coordination systems, and in the remuneration they are presently offered.

บทคัดย่อ
กระบวนการหนึ่งที่สำคัญในการจัดการรับมือกับ ปัญหาการค้ามนุษย์คือการช่วยเหลือและคุ้มครอง สวัสดิภาพผู้เสียหาย เนื่องจากผู้เสียหายจากการค้า มนุษย์จำนวนมากเป็นชาวต่างชาติซึ่งไม่สามารถ สื่อสารภาษาไทยได้ ล่ามจึงมีบทบาทสำคัญในการช่วย ให้เจ้าหน้าที่สามารถสอบถามข้อเท็จจริงเพื่อให้ความ ช่วยเหลือที่ผู้เสียหายต้องการและจับกุมดำเนินคดีกับ ผู้กระทำผิดได้ งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา ความต้องการและระบบจัดหาล่ามในกระบวนการ ช่วยเหลือและคุ้มครองผู้เสียหายจากการค้ามนุษย์ ลักษณะการทำงานและบทบาทของล่าม และปัญหาใน ระบบงานปัจจุบัน เพื่อเป็นข้อมูลพื้นฐานในการพัฒนา ระบบจัดหาล่ามและระบบการอบรมล่ามให้มีคุณภาพ และประสิทธิภาพ คณะผู้วิจัยศึกษาเอกสารและ สัมภาษณ์ผู้เกี่ยวข้องในกระบวนการจำนวนทั้งสิ้น 20 คน ซึ่งประกอบไปด้วยนักสังคมสงเคราะห์ เจ้าหน้าที่ตำรวจ ทนายความ ล่าม และผู้เสียหาย ผลการศึกษาพบว่าล่ามในกระบวนการช่วยเหลือ และคุ้มครองสวัสดิภาพผู้เสียหายจากการค้ามนุษย์ จะทำงานร่วมกับทีมสหวิชาชีพและมีบทบาทที่แตกต่าง ไปตามบริบทการทำ งานและความคาดหวังของ ผู้ใช้ล่าม ปัญหาเร่งด่วนที่ควรแก้ไขคือเรื่องปริมาณ และคุณภาพของล่าม การติดต่อประสานงานและ ค่าตอบแทนของล่าม
