แนวคิดและการปฏิบัติ: ประชาคมตำบล/หมู่บ้าน ของผู้นำชุมชนมุสลิมจังหวัดชายแดนภาคใต้
Concept and Implementation: The Civil Society of Muslim Community Leaders in the Southern Border Provinces

Abstract
This research was conducted to examine opinions and suggestions on civil society concept and implementation of Muslim community leaders in the southern border provinces. The samples were 308 village and sub-district headmen in Yala, Pattani and Narathiwat provinces together with 10 target people providing key information. Questionnaire and interview were used for collecting data. Statistic was employed to analyze data obtained from case study and observation. The study discovered that most samples learned of their community by gathering among themselves and discussing community situations. This encouraged people to take part in organizing their own community and effectively solving their problems. However, it was impossible for all community members to equally participate in community activities owing to complicated administration and difficult problem analysis. On the other hand, value and learning process of the community evaluation, activity participation, arrangement and problem solution by the members promoted collaborative learning and generosity following their religious principles in daily life and their community ownership feeling. Therefore, the community activities should be easy to learn and practice through religious leaders, small talks after praying, and meetings at a coffee stall. Publication and financial support should also be provided to run the activities. The leaders with knowledge, capability, leadership and profound knowledge of Islamic principles played an important role in driving civil society in the southern border provinces.

บทคัดย่อ
การวิจัยมีวัตถุประสงค์เพื่อศึกษาความคิดเห็น และข้อเสนอแนะของผู้นำท้องถิ่นในชุมชนมุสลิม จังหวัดชายแดนภาคใต้ ที่มีต่อแนวคิดและการปฏิบัติ ประชาคมตำบล/หมูบ่ า้ น กลุม่ ตัวอยา่ งไดแ้ ก ่ กำนันและ ผู้ใหญ่บ้าน ในจังหวัด ยะลา ปัตตานี และนราธิวาส จำนวน 308 คน และกลุ่มเป้าหมายผู้ให้ข้อมูลสำคัญ จำนวน 10 คน รวบรวมข้อมูลโดยใช้แบบสอบถาม และ แบบสัมภาษณ์ วิเคราะห์ข้อมูลด้วยสถิติพื้นฐาน โดย ทำการศึกษากรณีศึกษาและการสังเกต ผลการศึกษา พบว่า กลุ่มตัวอย่างส่วนใหญ่มีความรู้ความเข้าใจ ประชาคมตำบล/หมู่บ้านเกิดจากการรวมตัวของคน องคก์ ร กลุม่ ตา่ งๆ ในตำบล/หมูบ่ า้ น เปน็ เวทีการพูดคุย การแสดงความคิดเห็นของชุมชนตามสถานการณ์หรือ สภาพปัญหาที่เกิดขึ้น ไม่มีใครสั่งการ และเห็นว่ามี ประโยชน์ต่อตำบล/หมู่บ้าน เป็นการเปิดโอกาสให้ ประชาชนมีส่วนร่วมในการจัดการชุมชน และช่วย ให้การแก้ปัญหาตรงประเด็นมากขึ้น ทั้งนี้ เห็นว่าความ เท่าเทียมกันของสมาชิกในการร่วมกิจกรรมประชาคม ตำบล/หมู่บ้านเป็นสิ่งที่เป็นไปไม่ได้ การดำเนินงาน ซับซ้อน และการวิเคราะห์ปัญหาโดยชุมชนเป็นสิ่งที่ ทำได้ยาก ส่วนความคิดเห็นต่อการประเมินคุณค่าและ กระบวนการเรียนรู้ของชุมชน การร่วมกิจกรรม วางแผนและแก้ปัญหาโดยประชาชนจะทำให้เกิด การเรียนรูร้ ว่ มกัน มีความรักเอื้ออาทรตอ่ กัน โดยยึดมั่น ในหลักศาสนาควบคูกั่บการดำเนินชีวิตประจำวัน และ ด้วยความรู้สึกเป็นเจ้าของชุมชน ทั้งนี้ควรดำเนิน กิจกรรมประชาคมที่ง่ายต่อการเรียนรู้และการปฏิบัติ ผ่านผู้นำศาสนา การพุดคุยในมัสยิดหลังละหมาด การ พบปะในร้านกาแฟ โดยควรประชาสัมพันธ์และ สนับสนุนงบประมาณในขั้นตอนการปฏิบัติ ซึ่งผู้นำ ชุมชนที่มีความรู้ความสามารถ มีภาวะความเป็นผู้นำ และมีความรูใ้ นหลักศาสนาอิสลามเปน็ อยา่ งดี มีบทบาท สำคัญในการขับเคลื่อนประชาคม ตำบล/หมู่บ้าน จังหวัดชายแดนภาคใต้
