Abstract

This study aimed to analyze and to appraise services value of the Phetchaburi River during dry season from January to June. The results showed that there were 4 types of ecosystem services gained from the Phetchaburi River, namely services as water resource for agriculture, consumption, industry, and wastewater treatment and natural salinity control with the total value of 2,055.24 million Baht per year. This service value was categorized into water resource services for agriculture, consumption, cement industry and hotel businesses with approximately 542.50, 91.53, 1,145.21 and 276.00 million Baht per year or 2.17, 10.17, 1,526.95 and 368.00 Bath per cubic meter, respectively. The service value appraisal was not included the value of wastewater treatment and natural salinity control because water quantity (during dry season) was rare and unable to meet the surface water standard of the Pollution Control Department’s type 3. In order to conduct policy to increase service value of Phetburi River, it is necessary to allocate water for the Phetchaburi River sufficiently to help the water quality of the Phetchaburi River meet the surface water standard of the Pollution Control Department’s type 3. Moreover, this can also increase the whole value and conserve the environmental quality.

บทคัดย่อ
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อวิเคราะห์และ ประเมินมูลค่าบริการทางนิเวศของแม่นํ้าเพชรบุรีใน ช่วงฤดูแล้งระหว่างเดือนมกราคมถึงเดือนมิถุนายน ผลการศึกษา พบว่า บริการทางนิเวศของแม่นํ้า เพชรบุรีมีทั้งสิ้น 4 ประเภทคือ บริการด้านการเป็น แหล่งนํ้าเพื่อการเกษตร อุปโภคบริโภค อุตสาหกรรม และบำบัดนํ้าเสียและควบคุมความเค็มตามธรรมชาติ มูลค่ารวม 2,055.24 ล้านบาทต่อปี จำแนกเป็นมูลค่า ทางด้านการใช้นํ้าเพื่อการเกษตร อุปโภคบริโภค อุตสาหกรรมปูนซีเมนต์ และอุตสาหกรรมโรงแรมเฉลี่ย 542.50, 91.53, 1,145.21 และ 276.00 ล้านบาทต่อปี หรือ 2.17, 10.17, 1,526.95 และ 368.00 บาทต่อ ลูกบาศก์เมตรตามลำดับ โดยไม่มีมูลค่าบริการด้านการ บำบัดนํ้าเสียและควบคุมความเค็มตามธรรมชาติ เนื่องจากปริมาณนํ้าในแม่นํ้าเพชรบุรีมีน้อยจนไม่อาจ ทำให้แม่นํ้าเพชรบุรีมีคุณภาพนํ้าอยู่ในมาตรฐาน คุณภาพแหล่งนํ้าผิวดินประเภทที่ 3 ตามที่กรมควบคุม มลพิษกำหนด ทั้งนี้ หากจังหวัดเพชรบุรีมีนโยบายที่ ต้องการให้แม่นํ้าเพชรบุรีมีมูลค่าเพิ่มขึ้นกว่าในปัจจุบัน จำเป็นต้องมีการจัดสรรนํ้าให้แม่นํ้าเพชรบุรีได้รับนํ้า เพียงพอจนสามารถทำให้คุณภาพของแม่นํ้าเพชรบุรี อยู่ในค่ามาตรฐานแหล่งนํ้าผิวดินตามที่กรมควบคุม มลพิษกำหนดซึ่งนอกจากเป็นการทำให้มูลค่าโดยรวม เพิ่มมากขึ้นแล้ว ยังเป็นการรักษาคุณภาพสิ่งแวดล้อม ได้อีกทางหนึ่ง
