Abstract

The purpose of this research is to study and compare misconducts of personnel, employed by Prince of Songkla University (PSU), Pattani Campus, who proven guilty and punished. The misconducts at different levels were categorized by gender, age and education. The documented orders for disciplinary actions were examined. The sturdy reveals that from 1992-2009, 38 PSU, Pattani personnel were proven guilty and punished, 15 of who are academic officials and 23 supporting staff, and 34 of who are male, 4 female. Most were in the age group of 41-50 years old, holding at least a bachelor’s degree. Most cases fall into the category of violation of government rules and regulations, while probation was most used punishment.

บทคัดย่อ
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาและ เปรียบเทียบการกระทำ ผิดวินัยของข้าราชการ มหาวิทยาลัยสงขลานครินทร์ วิทยาเขตปัตตานี ที่กระทำ ผิดวินัยแต่ละกรณีความผิดและถูกลงโทษทางวินัย ระดับต่างๆ แยกตามเพศ อายุ ระดับการศึกษา โดย ศึกษาข้อมูลจากเอกสารคำสั่งลงโทษทางวินัยของ ข้าราชการ จากการศึกษาพบว่าระหว่างปี พ.ศ.2535 ถึง พ.ศ.2552 ข้าราชการมหาวิทยาลัยสงขลานครินทร์ วิทยาเขตปัตตานี ทุกสายงานกระทำผิดวินัยและถูก ลงโทษทางวินัย 38 ราย แยกเป็นสายวิชาการ 15 ราย สายสนับสนุนวิชาการ 23 ราย เป็นเพศชาย 34 ราย เพศหญิง 4 ราย กรณีความผิดทางวินัยที่ข้าราชการ มหาวิทยาลัยสงขลานครินทร์ วิทยาเขตปัตตานี กระทำ ผิดมากที่สุดคือกรณีไม่ถือปฏิบัติตามระเบียบและ แบบธรรมเนียมของทางราชการ ระดับโทษทางวินัยที่ ถูกลงโทษมากที่สุด ได้แก่ ภาคทัณฑ์ เมื่อเปรียบเทียบ การกระทำผิดวินัยแต่ละกรณีความผิดและระดับ โทษต่างๆ แล้ว พบว่า ข้าราชการมหาวิทยาลัย สงขลานครินทร์ วิทยาเขตปัตตานี สายสนับสนุน วิชาการกระทำผิดและถูกลงโทษทางวินัยมากที่สุด เพศชายกระทำผิดและถูกลงโทษทางวินัยมากกว่า เพศหญิง ข้าราชการที่มีอายุระหว่าง 41 - 50 ปี กระทำ ผิดและถูกลงโทษทางวินัยมากที่สุด โดยมีระดับการ ศึกษาตั้งแต่ปริญญาตรีขึ้นไป
