An Appropriated-Administrative Model of the Three Southernmost Provinces and Application

Abstract

This article based on result of researches aims to present an Appropriated- Administrative Model of the Three Southernmost Provinces and its application solving problems and insurgency in the area. The results reveal that the administrative model of the Three Southernmost Provinces should be partnership system for the short term and comprehensive local government system at the long term. The most important objective of the organization should be focused on socio – economic development and security management. The organization of the Three Southernmost Provinces will include an advisory council on development planning and problem solving in the area.The internal structure of organization is composed of the education, the economic development, the family and youth, the culture or religions and folk intelligence, the drug prevention and subjugation, the data and information, the psychology and public relation, the security and finally the politic. Decentralization of human resource and financial management were necessary under controlling and inspecting of central government. The Three Southernmost Provinces Organization and grass - root organizations linkage; urban area with municipals and rural area with Tambon - Administrative Organizations, was desirable for cooperating with other social institutions and also for community strengthening.

บทคัดย่อ
บทความเรื่องนี้ มีจุดมุ่งหมายเพื่อนำเสนอรูปแบบการบริหารที่เหมาะสมสำหรับพื้นที่ 3 จังหวัดชายแดน ภาคใต้และการประยุกต์ใช้ในการจัดการเพื่อแก้ไขสถานการณ์ความไม่สงบ ภายใต้ผลลัพธ์จากงานวิจัย พบว่า รูปแบบการบริหารที่เหมาะสมคือรูปแบบการกระจายอำนาจในการให้บริหารบางส่วนกับระดับพื้นที่ แต่บางส่วนยัง อยู่กับส่วนกลาง แต่ในระยะยาวอาจเป็นระบบการปกครองท้องถิ่นที่ดำเนินกิจกรรมได้หลากหลายและมีอิสระมาก ขึ้น วัตถุประสงค์สำคัญของการจัดตั้งองค์กรควรเน้นด้านการพัฒนาสังคม-เศรษฐกิจ และการจัดการความมั่นคง โครงสร้างการบริหารภายในที่สำคัญควรประกอบด้วย 10 ฝ่าย คือ ด้านการศึกษา ด้านพัฒนาทางเศรษฐกิจ ด้าน เยาวชนและครอบครัว ด้านวัฒนธรรม ศาสนา และภูมิปัญญาท้องถิ่น ด้านยาเสพติด ด้านป้องกันปราบปราม ด้านข้อมูล/ข่าวสาร ด้านปฏิบัติการจิตวิทยามวลชนและประชาสัมพันธ์ ด้านความมั่นคงและจิตวิทยาและด้าน ปฏิบัติการทางการเมือง ต้องกระจายอำนาจด้านการคลังและการบริหารทรัพยากรมนุษย์ให้องค์กร แต่อยู่ภายใต้ การควบคุมและการตรวจสอบจากส่วนกลาง ควรดำเนินการสร้างความเชื่อมโยงระหว่างองค์กรบริหาร 3 จังหวัด ชายแดนใต้กับท้องถิ่นทั้งเทศบาลและองค์การบริหารส่วนตำบล เพื่อทำงานร่วมกับสถาบันทางสังคมและเพื่อสร้าง ความเข้มแข็งให้กับชุมชนต่อไป
