Abstract

This research aimed to study and compare the rule breaking of the government officials. Each group and the violation committed as well as the level of punishment divided by sex, age and education level. The research used the quantity research method. Data from disciplinary punishment documents. It was found that 49 people committed violations between 1992-1999. They were 14 academic staff, 2 academic supporting staff, 33 administrative supporting staff, 26 male officials and 23 female officials. The three largest violations committed were not devoting adequate time to the government. The three largest punishments were probation. Comparing each violation, it was found that the administration supporting staff committed the largest number of violations. Most punishments were not serious. Male officials received more punishment than female officials. Most violators were between 31-40 years old and their level of study was bachelor degree and lower.

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบการกระทำผิดวินัยของข้าราชการ แต่ละกรณีความผิดและระดับโทษที่ได้รับ แยกตามเพศ อายุ และระดับการศึกษา โดยใช้วิธีวิจัย เชิงคุณภาพ ศึกษาข้อมูลจากเอกสารการดำเนินการทางวินัย ผลการศึกษาพบว่า ระหว่างปี พ.ศ.2535–2542 มีข้าราชการทำผิดวินัย 49 ราย สาย ก 14 ราย สาย ข 2 ราย สาย ค 33 ราย เป็นเพศชาย 26 ราย เพศหญิง 23 ราย กรณีความผิด ที่ข้าราชการกระทำผิดมากที่สุด คือ ไม่อุทิศเวลาให้แก่ราชการ ระดับโทษที่ได้รับมากที่สุด คือ ภาคทัณฑ์ เมื่อเปรียบเทียบกรณีความผิดและระดับโทษแล้วพบว่า ข้าราชการ สาย ค กระทำผิดวินัยและถูกลงโทษมากที่สุด โทษส่วนใหญ่อยู่ในระดับไม่ร้ายแรง เพศชายกระทำผิดวินัยและถูกลงโทษมากกว่าเพศหญิง ผู้กระทำผิดและถูกลงโทษส่วนใหญ่อายุระหว่าง 31-40 ปี ระดับการศึกษาตั้งแต่ปริญญาตรีลงมา
