Abstract

This research aims to examine 1) the status of local cable television stations in five southernmost provinces of Thailand, 2) their business and public roles and 3) the constraints of local cable television stations. Findings from this study could be used for supporting and developing the local cable television organizations. The research draws upon primary sources including opinion survey and in-depth interview of entrepreneurs and staff of 12 local cable television stations in Songkla, Satun, Pattani, Yala and Narathiwat provinces. The statistical analysis and the assessment of individual cases in this research substantiate a number of conclusions. This study yields of three major findings. First, among 12 local cable television stations, four stations are located in Songkla province and five stations are medium business competency. In addition, six stations are registered as a Limited Partnership and generate most of their incomes from membership fee. Second, 19.3% of entrepreneurs identify their television stations as business organization. In terms of content, 54% of all broadcast programs are entertainment program and 50% of local cable television stations produce their own local news programs. Third, this research shows that the local cable television stations are confronted with the following obstacles: high competitive business between the local cable television and satellite television stations, lack of skilled staff to create program, unmotivated personal and the new strict regulations on local cable television business. It is also important to note that the entrepreneurs should create diverse programs for community.

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อสำรวจ 1) สถานภาพ การดำรงอยู่ของสถานีโทรทัศน์ระบบบอกรับสมาชิก ใน 5 จังหวัดภาคใต้ตอนล่าง 2) บทบาทเชิงธุรกิจและ สาธารณะของสถานีโทรทัศน์ระบบบอกรับสมาชิก ใน 5 จังหวัดภาคใต้ตอนล่าง และ 3) อุปสรรคในการ ประกอบกิจการโทรทัศน์ระบบบอกรับสมาชิกใน 5 จังหวัดภาคใต้ตอนล่าง ผลการวิจัยสามารถนำมา พัฒนาการประกอบธุรกิจโทรทัศน์ระบบบอกรับสมาชิก ได้ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และ การสัมภาษณเ์ชิงลึก โดยมีกลุม่ ประชากรเปน็ ผูป้ ระกอบ การและบุคลากรของสถานีโทรทัศน์ระบบบอกรับ สมาชิกในจังหวัดสงขลา สตูล ปัตตานี ยะลา และ นราธิวาส ผลการวิจัย พบว่า 1) มีสถานีโทรทัศน์ระบบ บอกรับสมาชิก 12 แห่ง จังหวัดสงขลามีมากที่สุด จำนวน 4 แหง่ สถานภาพทางธุรกิจอยูใ่นระดับยืนหยัด พอเลี้ยงกิจการไดม้ ากที่สุด จำนวน 5 แหง่ ผูป้ ระกอบ การจำนวนครึ่งหนึ่งจดทะเบียนเป็นห้างหุ้นส่วนจำกัด รายไดเ้กือบทั้งหมดมาจากคา่ สมาชิก 2) ผูป้ ระกอบการ ประเมินตนเองว่าเป็นองค์กรทางธุรกิจมากที่สุด ร้อยละ 19.3 มีช่องรายการบันเทิงมากถึงร้อยละ 54 และร้อยละ 50 มีการผลิตรายการข่าวท้องถิ่นด้วย ตัวเอง และ 3) ปัญหาที่ผู้ประกอบการโทรทัศน์ระบบ บอกรับสมาชิกกำลังเผชิญอยู ่คือ การแขง่ ขันกับโทรทัศน์ ผ่านดาวเทียม บุคลากรขาดทักษะในการสร้างสรรค์ รายการ ขาดแรงจูงใจในการปฏิบัติงาน และกฎหมาย ใหม่ไม่เอื้อต่อการประกอบธุรกิจ ข้อเสนอแนะ คือ ผู้ประกอบการควรสร้างสรรค์รายการที่แตกต่างจาก คู่แข่งเพื่อตอบสนองความต้องการของชุมชน
