ในสามจังหวัดชายแดนภาคใต้
States, Problems and Needs of Pondok Institutions in Managing Education in Three Southern Border Provinces

Abstract
This study aimed to explore states, problems and needs of pondok institutions in three southern border provinces using system theory as a study framework i.e., environment, input, educational process, and output. It was also to delineate developmental guidelines for educational management of Pondok institutions. Data was collected through questionnaires from 296 administrators and 1,483 students and group interview with 30 key informants. Successive connoisseurship meeting was organized to assess drafted and agreed-upon guidelines for the development of pondok institutions. The results of the study indicate majority of pondok institutions are in the peaceful country environment. Tok Guru assumed main responsibility. Religious education is given priority. Main budgets come from government. Pondoks educational aims are to produce the learners who are faithful, knowledgeable, and practical in line with al-Quran and al-Sunnah. Lecturing and rote learning approaches are typically treated and are based on Shafii school of thought. Decentralizing the structure of the organization is apparently marked. The generally encountered problems are lack of clarity in work process and insufficient budget. Those who graduated from Pondok institutions have served their communities as religious teachers. Pondok institutions are highly determined to not being transformed rather than conserving their traditional system. The most urgent needs that should be acted in response are budgets. The conditions of success in realizing those proposed developmental guidelines for pondok institutions are keeping with their identities, to meet with their needs, to provide with reasonable financial aids, and to be sincere.

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพ ปัญหา และความต้องการของสถาบันศึกษาปอเนาะในสามจังหวัด ชายแดนภาคใต้โดยใช้กรอบแนวคิดเชิงทฤษฎีระบบ ซึ่งประกอบด้วยสภาพแวดล้อม ปัจจัยนำเข้า กระบวนการจัดการ ศึกษา และผลผลิตทางการศึกษา และเพื่อนำเสนอแนวทางการพัฒนาการจัดการศึกษาของสถาบันศึกษาปอเนาะ เก็บรวบรวมขอ้ มูลโดยใชแ้ บบสอบถามสำหรับโตะ๊ ครูและผูช้ ว่ ย จำนวน 296 คน ผูเ้ รียนจำนวน 1,483 คน การสัมภาษณ์ กลุ่มผู้ให้ข้อมูลสำคัญจำนวน 30 คน และการจัดประชุมผู้ทรงคุณวุฒิเพื่อพิจารณาร่างและยืนยันข้อเสนอแนวทาง การพัฒนา ผลการวิจัย พบวา่ สถาบันศึกษาปอเนาะสว่ นใหญตั่้งอยูใ่ นสภาพแวดลอ้ มที่เปน็ พื้นที่เขตชนบทที่มีความ สงบสุข มีโต๊ะครูทำหน้าที่เป็นผู้บริหารหลัก เน้นการจัดการเรียนการสอนด้านศาสนา มีรายได้หลักจากรัฐ สถาบัน ศึกษาปอเนาะได้ดำเนินการจัดการศึกษาโดยมีเป้าหมายเพื่อสร้างผู้เรียนให้เป็นผู้ที่มีความศรัทธา มีความรู้ และ ปฏิบัติตามแนวทางของอัลกุรอานและสุนนะฮฺ ใช้วิธีสอนแบบบรรยายและท่องจำ ใช้ตำราปฐมภูมิของมัซฮับชาฟีอีย์ เป็นหลัก มีวิธีการบริหารองค์กรแบบรวมศูนย์ มีปัญหาด้านความไม่ชัดเจนในกระบวนการทำงานและมีงบประมาณ ไม่เพียงพอ ผลผลิตจากสถาบันศึกษาปอเนาะส่วนใหญ่ประกอบอาชีพเป็นครูสอนศาสนา สถาบันศึกษาปอเนาะมี ความต้องการให้คงสภาพเป็นแบบดั้งเดิม สิ่งที่เป็นความต้องการจำเป็นที่ควรได้รับการแก้ไขเร่งด่วน คือ งบประมาณ สำหรับเงื่อนไขความสำเร็จในการนำแนวทางการพัฒนาไปปฏิบัติ คือ ไม่ทำลายความเป็นอัตลักษณ์ สนองตอบต่อ ความต้องการ สนับสนุนงบประมาณที่เป็นจริง และมีความบริสุทธิ์ใจ
