Abstract
This study aimed to explore states and problems concerning educational management of 60% government
aided Islamic private schools 15(1) in three southern border provinces using system theory framework i.e.,
schools environment, input, states and problems in implementing academic, budget, personnel, and generaladministration affairs, and educational output. The study also attempted to delineate developmental guidelines for
the schools. 60 survey forms were filled in by targeted schools and 568 respondents were solicited to complete
questionnaires with .96 of registered reliability. The analysis of data was based on descriptive statistics.
Connoisseurship approach was organized to reach at guidelines for school development. The results show that
schools have strong relation with communities. The school philosophy and vision are to produce well-rounded
students with faith-based characteristics and to excel in both academic and religious streams. Rather, school
managerial structures, curriculum, and responsibilities of license holders, managers, and principals are in
consistent with the prescribed 1999 Education Act. The income relies mainly on government aids. In overall,
the schools achieve moderate level of practices in academic, budget, personnel and general administration
affairs. The same results are also found in problems concerning these managerial practices. It is recommended
that output of educational management be revisited in order to enhance schools quality education. Guidelines
and procedures in line with system theory are also proposed as framework for the development of Islamic
private schools.

บทคัดย่อ
การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อสำรวจสภาพและปัญหาการจัดการศึกษาของโรงเรียนเอกชนสอนศาสนา
อิสลามประเภท 15(1) ที่ได้รับงบอุดหนุน ร้อยละ 60 ในสามจังหวัดชายแดนภาคใต้โดยใช้กรอบแนวคิดเชิงทฤษฎีระบบ
อันประกอบด้วย สภาพแวดล้อม ปัจจัยนำเข้า สภาพและปัญหาการดำเนินงานด้านวิชาการ งบประมาณ การบริหาร
งานบุคคล และการบริหารทั่วไป และเพื่อนำเสนอแนวทางการพัฒนาการจัดการศึกษาในโรงเรียนดังกล่าวนี้ เก็บรวบรวม
ข้อมูลโดยใช้แบบสำรวจสำหรับโรงเรียนจำนวน 60 โรงเรียน และแบบสอบถามซึ่งมีระดับความเชื่อมั่น 96% สำหรับ
ครูและผู้บริหารโรงเรียน จำนวน 568 คน วิเคราะห์ข้อมูลโดยใช้สถิติบรรยายและการจัดประชุมผู้ทรงคุณวุฒิพิจารณา
ข้อเสนอแนวทางการพัฒนา ผลการวิจัยพบว่า โรงเรียนมีความสัมพันธ์ที่ดีกับชุมชน โรงเรียนมีปรัชญาและวิสัยทัศน์
คือ เพื่อผลิตผู้เรียนที่มีการพัฒนาบุคลิกภาพในทุกมิติตามหลักศาสนา และเพื่อความเป็นเลิศในการจัดการศึกษาทั้ง
ภาคศาสนาและสามัญ โรงเรียนได้กำหนดโครงสร้างการบริหาร หลักสูตร และหน้าที่ความรับผิดชอบของผู้รับ
ใบอนุญาต ผู้จัดการ และครูใหญ่ เป็นไปตามพระราชบัญญัติการศึกษาแห่งชาติ มีรายได้หลักมาจากเงินอุดหนุน
การศึกษาของรัฐ มีสภาพและปัญหาการดำเนินงานในด้านวิชาการ งบประมาณ การบริหารงานบุคคล และการบริหารทั่วไปในระดับปานกลาง ผลผลิตทางการศึกษาควรได้รับการทบทวนเพื่อพัฒนายและกระดับคุณภาพของโรงเรียน
แนวทางและมาตรการการดำเนินงานในแต่ละมิติของทฤษฎีระบบได้นำเสนอไว้เพื่อใช้เป็นกรอบการพัฒนาโรงเรียน
