การประเมินคุณภาพของห้องสมุดโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษาใน 14 จังหวัดภาคใต้

Abstract
การวิจัยนี้มีวัตถุประสงค์หลักเพื่อประเมินคุณภาพของห้องสมุดโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษาใน 14 จังหวัดภาคใต้ ในปีการศึกษา 2536 พร้อมทั้งศึกษาสายงานบังคับบัญชา อัตรากำลังคน และงบประมาณของห้องสมุด ศึกษาการปฏิบัติงานห้องสมุดของครูบรรณารักษ์ ความร่วมมือระหว่างห้องสมุดและฝ่ายต่าง ๆ ของโรงเรียน ตลอดทั้งการใช้ห้องสมุดของครูและนักเรียน ผู้วิจัยเก็บข้อมูลด้วยวิธีการเชิงคุณภาพและเชิงปริมาณ ระหว่างปลายเดือนสิงหาคม 2536 ถึงปลายเดือนกุมภาพันธ์ 2537 จากกลุ่มตัวอย่างจำนวน 120 โรงเรียน (40% ของประชากร) ซึ่งได้จากการสุ่มแบบแบ่งขึ้นตามขนาดของโรงเรียน และจากการสุ่มอย่างง่าย ทั้งนี้ ในแต่ละโรงเรียน ผู้วิจัยใช้แบบสอบถามเพื่อรวบรวมข้อมูลเกี่ยวกับคุณภาพของห้องสมุดตามความคิดเห็นของผู้บริหารโรงเรียน ผู้ช่วยผู้บริหารโรงเรียนฝ่ายวิชาการ ผู้ช่วยผู้บริหารโรงเรียนฝ่ายบริการ หัวหน้าหมวดวิชา ครู และนักเรียน รวมทั้งข้อมฝูลเกี่ยวกับความร่วมมือระหว่างห้องสมุดกับแต่ละฝ่ายดังกล่าว (แทนผู้ช่วยฯ ฝ่ายบริการด้วยฝ่ายธุรการ)โดยเพิ่มเติมข้อมูลเกี่ยวกับการใช้ห้องสมุดสำหรับครูและนักเรียน ในส่วนของครูบรรณารักษ์ เป็นข้อมูลเกี่ยวกับสายงานบังคับบัญชา อัตรากำลังและงบประมาณของห้องสมุด การปฏิบัติงานห้องสมุดของครูบรรณารักษ์ และความร่วมมือที่ห้องสมุดได้รับจากฝ่ายต่าง ๆ ของโรงเรียน หลังจากนั้น ผู้วิจัยจึงสังเกตการณ์ห้องสมุดโดยใช้แบบสังเกตการณ์ จำนวน 153 รายการ ในการบันทึกข้อมูลและสัมภาษณ์ครูบรรณารักษ์แบบเจาะลึกโดยอาศัยข้อมูลที่ได้จากแบบสอบถามและการสังเกตการณ์ ผลการวิจัยเสนอเป็นภาพรวมทั้งภาคใต้ แล้วจำแนกตามเขตการศึกษาและจังหวัด ตามลำดับ โดยใช้ค่าร้อยละตามมาตราส่วนประมาณค่า สรุปได้ว่า จากการประเมินของผู้วิจัย ห้องสมุดในโรงเรียนขนาดใหญ่พิเศษทั้งหมดและในโรงเรียนขนาดใหญ่จำนวนกว่าครึ่งมีคุณภาพค่อนข้างต่ำ ห้องสมุดในโรงเรียนขนาดกลางจำนวนกว่าครึ่งและส่วนใหญ่ของห้องสมุดในโรงเรียนขนาดเล็กมีคุณภาพต่ำ อย่างไรก็ตาม ฝ่ายต่าง ๆ ของโรงเรียนทุกขนาดเห็นว่าห้องสมุดจำนวนกว่าครึ่งมีคุณภาพ ปานกลาง ยกเว้นผู้ช่วยฯ ฝ่ายวิชาการในโรงเรียนขนาดใหญ่พิเศษและผู้บริหารโรงเรียนขนาดใหญ่มีความเห็นว่าห้องสมุดมีคุณภาพค่อนข้างสูง ส่วนผู้ช่วยฯ ฝ่ายบริหารและครูในโรงเรียนขนาดเล็กเห็นว่าห้องสมุดมีคุณภาพค่อนข้างต่ำ นอกจากนี้ ผลการวิจัยยังชี้ให้เห็นว่า ปัญหาหลักของห้องสมุดส่วนใหญ่คือ ปัญหาการขาดแคลนอัตรากำลังคนประกอบกกับการมีภาระงานที่ไม่เกี่ยวกับห้องสมุดอีกมาก และปัญหาการสังกัดผู้ช่วยฯ ฝ่ายบริการแทนที่จะสังกัดผู้ช่วยฯ ฝ่ายวิชาการ ปัญหาหลักทั้งสองประการนี้ทำให้ครูบรรณารักษ์ปฏิบัติงานห้องสมุดได้ไม่เต็มที่ คุณภาพของห้องสมุดด้านวัสดุสารนิเทศและด้านการจัดเก็บวัสดุสารนิเทศและเครื่องมือช่วยค้นจึงอยู่ในระดับค่อนข้างต่ำ และด้านบริการและกิจกรรมทั่วไป รวมทั้งด้านบริการและกิจกรรมเพื่อการเพื่อการเรียนการสอนจึงอยู่ในระดับต่ำ ส่งผลต่อเนื่องให้ความร่วมมือระหว่างห้องสมุดกับครูและความร่วมมือที่ห้องสมุดได้รับจากผู้ช่วยฯ ฝ่ายวิชาการอยู่ในระดับค่อนข้างต่ำ ตลอดทั้งปริมาณการใช้ห้องสมุดของครูอยู่ในระดับค่อนข้างต่ำ และปริมาณการใช้ห้องสมุดของนักเรียนอยู่ในระดับปานกลาง คำสำคัญ : ห้องสมุดโรงเรียน, ศูนย์สื่อการเรียนการสอนของโรงเรียน, การศึกษาระดับมัธยมศึกษา, ไทย-ภาคใต้, การวิจัยประเมินผล The main objective of this research was to evaluate the quality of libraries of the secondary schools under the jurisdiction of the Department of General Education in 14 southern provinces in the academic year 1993. Additional objectives were to study the immediate supervisory bodies of the libraries, staffing and the budget allocation of the libraries, the job performance of teacher-librarians, and the co-operation between each library and other sectors of the school and library usage of teachers and students. Both qualitative and quantitative methods were used in data collection between late August, 1993 and late February, 1994, from 120 schools (40% of the population) selected by stratified and simple random sampling. The schools were categorized by size. The researcher sent questionnaires about the quality of libraries and about the co-operation with the library to school members in seven different groups at each school : school principals, assistant principals for academic affairs, assistant principals for services, assistant principals for administrative affairs, department heads, teachers and students. The teachers and students, however, were also asked about their library usage. Teacher-librarians, another group questioned, were asked about their job performance, the immediate supervisory bodies, the staffing and the budgets of the libraries as well as the co-operation between each library and other sectors of the school. The researcher then inspected the libraries under the rubric of 153 criteria. The information gathered was used as guiding material for in-depth interviews of teacher-librarians. The result was expressed in percentage of a rating scale for the whole south, by educational region, and by province. On the whole, all school members rated the quality of their libraries more highly than the researcher did. The most common rating of quality given by school members was “moderate”. The motable exceptions came from assistant principals for academic affairs at extra-large schools and principals at large schools who both. on average, believed their school libraries to be of “rather high” quality; and from assistant principals for services and teachers at small schools who believed their school libraries to be of “rather low” quality. The researcher’s qualitative research, however, led to the conclusion that the libraries at the extra-large and at more than a half of large schools were of “rather low” quality and that those at more than a half of medium-sized schools and at the majority of small schools were of “low” quality. The research also found that the major problems of most libraries were, firstly, the shortage of staff members plus their high non-library related workloads and, secondly, the supervision by assistant principals for services rather than assistant principals for academic affairs, Consequently, the teacher-librarians could not fulfill their potential. The results were rather weak collections and accessibility as well as poor library services and activities for general purposes and for instruction. These conditions in turn led to rather poor co-operation between the libraries and teachers, inadequate support from assistant principals for academic affairs, rather low library usage by teachers and moderate library usage by students.
