News Reporting Guidelines of Field Reporters in the Southernmost Thailand: Pattani, Yala and Narathiwat

Abstract

The recommended guidelines of how to report violent incidents in the three southernmost provinces consist of three processes. They include 1) “Pre-Directed Observation” – reporters are well-prepared before getting into sites, 2) “In-Direct Observation” – reporters must stay safe during trips to incident sites and observation of the sites and 3) “Post-Directed Observation” – reporters must stay safe during trips from the incident sites to their own offices. In addition, field reporters should also comply with a code of conducts for journalists. They include guidance to report of issues on ethnicity and religions by the National Press Council of Thailand, Peace Journalism and Conflict Sensitive Journalism.

บทคัดย่อ
แนวปฏิบัติสำหรับการสื่อข่าวภายใต้สถานการณ์ความไม่สงบในจังหวัดชายแดนภาคใต้ของผู้สื่อข่าวท้องถิ่น แบ่งออกเป็น 3 ขั้นตอน ดังนี้ 1) ก่อนการลงพื้นที่เกิดเหตุ เป็นการเตรียมความพร้อมก่อนการลงไปยังที่เกิดเหตุการณ์ ความไม่สงบ 2) การเข้าและอยู่ในที่เกิดเหตุ เป็นวิธีการปฏิบัติตัวเพื่อความปลอดภัยระหว่างการเดินทางไปยัง ที่เกิดเหตุ และการสังเกตการณ์บริเวณที่เกิดเหตุ 3) การออกจากที่เกิดเหตุ เป็นวิธีการปฏิบัติตัวระหว่างการเดินทาง กลับมายังสำนักงานหรือภูมิลำเนา ผู้สื่อข่าวท้องถิ่นที่ปฏิบัติงานในจังหวัดชายแดนภาคใต้ยังควรตระหนักถึงกรอบ จริยธรรมทางวิชาชีพเพิ่มเติมจากสถานการณ์ทั่วไป ประกอบด้วย แนวปฏิบัติเรื่องการเสนอข่าวเกี่ยวกับชาติพันธุ์และ ศาสนาของสภาการหนังสือพิมพ์แห่งชาติ แนวคิดการสื่อข่าวเพื่อสันติภาพ และคู่มือการสื่อข่าวที่ไหวรู้ต่อความขัดแย้ง
