Abstract

Thaksin Thin Thong Project was implemented in three southern border provinces. This study aimed to evaluate its performance, identify the problems and determine performance indicators and criteria. The samples were 489 respondents from 24 sub-districts. A questionnaire/an interview schedule, observation and focus-group discussion were used in data collection. It was found that the majority of the leaders who served as committee members of the Sub-district Community Organization Center were well accepted and most dependable for the members and the community. They were knowledgeable and devoted and had good attitude toward the Project. However, many of them were holding several positions at the same time. Community development workers lent good support but their attitude and process skills did not meet the criteria. Relevant community organizations actively participated in the Project’s activities. To boost community participation, cultural capital was resorted to. Information dissemination and public relations were inadequate and the Project’s budget was found to be limited.

บทคัดย่อ
การติดตามและประเมินผลโครงการทักษิณถิ่นทองนี้มีวัตถุประสงค์เพื่อประเมินความก้าวหน้า ศึกษาปัญหาและอุปสรรคในการดำเนินงาน และกำหนดเกณฑ์และตัวชี้วัดความสำเร็จของโครงการซึ่งดำเนินการใน 3 จังหวัดชายแดนภาคใต้ กลุ่มตัวอย่างมีจำนวน 489 คน จาก 24 ตำบล เก็บข้อมูลโดยใช้แบบสอบถาม/สัมภาษณ์ การสังเกตและการสนทนากลุ่ม ผลการศึกษาพบว่า ผู้นำที่เป็นคณะกรรมการศูนย์ประสานงานองค์กรชุมชนระดับตำบล (ศอช.ต.) ส่วนใหญ่ได้รับการยอมรับนับถือและเป็นที่พึ่งของสมาชิกและชุมชน มีความรู้และเจตคติที่ดีต่อโครงการ มีความเสียสละและจริงใจในการทำงานแต่ผู้นำมักดำรงตำแหน่งหลายตำแหน่งพร้อมกัน เจ้าหน้าที่พัฒนาชุมชนให้การสนับสนุนดีแต่มีเจตคติและทักษะด้านวิทยากรกระบวนการต่ำกว่าเกณฑ์ กลุ่มองค์กรชุมชนที่เกี่ยวข้องมีส่วนร่วมในกิจกรรมต่าง ๆ ดี และมีการใช้ทุนทางวัฒนธรรมเพื่อส่งเสริมการมีส่วนร่วมของประชาชน ส่วนการสื่อสารประชาสัมพันธ์นั้นยังทำได้ไม่ทั่วถึงและงบประมาณสนับสนุนน้อย
