Abstract

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาการพัฒนาฝีมือแรงงานในจังหวัดชายแดนภาคใต้เพื่อรองรับการพัฒนาเขตเศรษฐกิจสามฝ่าย IMT-GT ที่เกี่ยวกับสภาพการดำเนินงานในด้านสภาพทั่วไป ด้านกระบวนการ ผลผลิต รวมทั้งปัญหาและข้อเสนอแนะ เก็บข้อมูลจากกลุ่มตัวอย่างโดยการสัมภาษณ์ แบบสอบถาม และการสัมมนาผู้ทรงคุณวุฒิจากบุคลากรในสถาบันและศูนย์พัฒนาฝีมือแรงงาน และผู้นำชุมชนที่เกี่ยวข้องกับการพัฒนาฝีมือแรงงาน นำผลการสัมภาษณ์ ข้อมูลจากแบบสอบถามมาวิเคราะห์ทางสถิติ และนำผลการสัมมนามาประมวลสรุปเป็น ข้อเสนอแนะ ผลการวิจัยพบว่า สภาพการพัฒนาฝีมือแรงงานในห้าจังหวัดชายแดนภาคใต้ ด้านสภาพทั่วไปมีความเหมาะสมอยู่ในระดับปานกลาง ด้านกระบวนการดำเนินงานอยู่ในระดับปานกลาง และผลผลิตอยู่ในระดับดี ปัญหาการพัฒนาฝีมือแรงงานด้านปัจจัยนำเข้า กระบวนการดำเนินงาน และผลผลิตอยู่ในระดับปานกลาง สำหรับผลการเปรียบเทียบการพัฒนาฝีมือแรงงานตามตัวแปรต่าง ๆ ปรากฏว่าบุคลากรในสถาบันและศูนย์กับผู้ผ่านการฝึกมีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

Abstract
The purpose of this research intended to study the states and problems on skilled labor development in five southern border provinces for serving the development of Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) regarding operation states in terms of its general states and inputs, processes, productivity, and problems including the recommendations for improvement. Data was collected through interviews, questionnaires and panel seminar of experts from the institute and centers for skilled labor development. Data obtained was analyzed using basic statistic procedures. The findings indicated that general states and inputs as well as the processes of skilled labor development in five southern border provinces were found suitable at a moderate level while its productivity was at a high level. However, the problems on three aspects of skilled labor development were likewise at a moderate level. As for the comparison results of various factors, it was found that views between personnel of the institute and centers of former trainees were significantly different at a .05 level.
